Response by the Cabinet Member: Dear Cllr Karl, Thank you for your question. I do appreciate that the way the new routes appear is quite confusing for residents, but that doesn’t mean that they are ‘poorly conceived’ or an ‘operational failure’. The main problem is that there isn’t one vehicle that can serve the whole of your ward due to the varying road network. In basic terms there will be a large and small recycling vehicle and a large and small residual vehicle, and this is why there could be 4 vehicles visiting the area on collection day. We then have a limited number of vehicles to serve the whole County, so it is difficult to balance the rounds with the vehicles that are required to serve them. Furthermore we have tried to make sure that residual and recycling is collected on the same day which is an additional complication. There is no area in Powys that sits in isolation and it all has to be coordinated throughout the County. All households did receive a bespoke letter detailing their collection week and days. This information is also available on line through our binday postcode checker. I asked the service to provide the detail of your particular situation, which is as follows and I think explains the complexity of the situation. This is an area which requires various sized vehicles to service, a 26 tonne Refuse Collection Vehicle (RCV), a 16 tonne RCV, a 12 tonne 5 metre Kerbside Collection Vehicle (KCV) and a smaller 7.5 tonne 3.5 metre KCV. Each of these vehicles are staffed by differing crew sizes, the larger vehicles being a driver and two loaders and the smaller vehicles being one driver and one loader. The route optimisation programme took into account a range of factors from property accessibility, number of properties per load, and allowance for excess material. As such we had adopted a two tip method as on a daily basis we had time but not capacity to complete extra work, this method can clearly be seen regarding this area and the routes scheduled to service. If we start with the residual, on a Week 1 Wednesday the area is serviced by two vehicles, one being a 26 tonne RCV and the other being a 16 tonne RCV. The 26 tonne services 791 properties on this day and due to the crew being larger the more ‘urban’ areas such as Stepaside, Llandinam and Llanidloes. The 16 tonne vehicle services 316 properties to include rural loops around Stepaside, Llanidloes and Staylittle, generally this will be a single load round but due to the rural location of the areas time generally won't allow for a second load. On a Week 2 Tuesday, the 16 tonne RCV services 342 properties around Stepaside, Milford, Llanllwchalarn and Ceri. This is most likely where confusion may lie with residents as this vehicle travels through Stepaside to collect the lanes to the south but every effort has been made to keep the divisions as neat as possible where this may occur, it would also mean that missed collections can be scheduled without the resident waiting too long or the need to send a vehicle to these areas as an extra trip. As regards the recycling in this area it is serviced by two different sized vehicles, the 7.5 tonne KCV services more rural areas and as a general rule collects from the same properties as the 16 tonne RCV, with this vehicle is also crewed by one driver and a loader. The 12 tonne KCV then services the more ‘urban’ areas, and as this vehicle is crewed by a driver and two loaders, generally collects from the same areas as the 26 tonne RCV. On a Tuesday the 7.5 tonne KCV services 333 properties across Commis Coch, Pennant and Stepaside, this is with two returns to tip thus utilising available time and not exhausting capacity. On a Wednesday the 12 tonne KCV services 579 properties across Llanidloes, Llandinam and Stepaside. Again, this is most likely where the confusion lies with the vehicles crossing through at Stepaside but every effort has been made to keep the breaks neat to avoid confusion. Unfortunately when routing a County that has a range of accessibility issues and requires various vehicle to collect we will have some issues that do not suit every area, each property has been assigned a collection day with all waste streams being collected on the same day. To achieve a county wide collection service that could collect areas in a single pass as is being suggested we would need to operate with a fleet more substantial than that currently being utilised and as such would be add considerably to the environmental footprint.
