Response by Head of Service: 1. It is difficult to provide a precise itemised cost to the local authority in administering a casual vacancy election, as many elements are absorbed within the Council’s wider infrastructure and are not separately recharged. These include: · Electoral management system and postal vote checking software · Payment of invoices and administration of election payroll · Internal printing and post services · Preparation of election stationery · Staff time in dealing with enquiries and administering the process These services are funded through existing Council resources and are not directly billed to the community or town council for a by-election. In addition, while there is no statutory requirement for the local authority to provide staffing resources for community council elections, in practice local authority staff may be utilised (e.g. as polling station staff), and may be granted election leave. As a result, the local authority effectively subsidises elements of these elections through its core operational infrastructure. 2. Where a by-election is held, the relevant town or community council are recharged for the administration of the election in line with the Council’s fees and charges and any direct costs attributable to the election. Such costs include: Election administration costs: · The Returning Officer and deputies (covering nominations, postal votes, and the count) Polling and ballot costs: · Polling station staff wages · Hire of polling stations · Ballot papers and associated stationery · Travel and transportation of equipment Postal voting costs: · Production of postal voting packs (printing and stationery) · Data preparation and administration of returned postal votes · Outgoing and return postage Administration of the verification and count (often conducted immediately after close of poll) by a Deputy Returning Officer. Community councils have discretion over issuing poll cards. However, if issued, printing, fulfilment, and postage costs are recharged. The Returning Officer has sought to minimise costs where possible, including producing materials in-house and applying recharges at cost value. To give an indication of cost to Hay on Wye town council, a similar sized contested ward election cost approximately £3,500 last year. The Town Council did chose to issue poll cards, and obviously, there are other variables such as the hire of venue, the number of candidates standing which impact size of ballot paper and therefore cos, also royal mail continue to increase their charges each year. 3. In addition to the indirect support outlined above, further local authority resources are involved on election day and throughout the process, including: · Logistical coordination and transport of polling equipment · Staff oversight and management of polling stations · Ongoing electoral services staff support before, during, and after the election Again, many of these costs are not separately recharged but are borne as part of the authority’s wider electoral function. At community council level, a casual vacancy election is triggered if at least 10 electors in the relevant ward or community formally request an election. If this threshold is not met, the vacancy is filled by co-option, which incurs little to no cost. If the threshold is met, an election must be held, and the associated costs described above are incurred. Where there are multiple vacancies, the same principle applies to each vacancy. However, elections may be combined if timings allow, which can reduce overall costs.
