The Chair was authorised to sign the minutes of the last meeting held on 29 January 2026 as a correct record.
The report detailed the £13.1 million investment allocated to the Mid Wales region for the 2026–27 financial year and highlighted the priority capital schemes identified within the Regional Transport Delivery Plan (RTDP). The schemes were being managed by the Highways teams in both authorities with oversight by the CJC Regional Transport Planning Sub-Committee. Members emphasised the strong collaborative delivery model across authorities and the importance of communications for public awareness of funded projects. Action: Develop communications plan highlighting outcomes and benefits.
Regional Skills Partnership The RSP was progressing well against the six strategic objectives. The RSP had completed the post 16 mapping exercise across the region to ensure that post 16 delivery meets employer needs in the region. There had been a low level of engagement from businesses to survey responses, so the RSP was following up with increased outreach and direct engagement with businesses. Councillor Berriman thanked colleagues from the RSP for their participation in a session on post 16 education with Powys councillors on 12 May. Mid Wales Growth Deal The programme was progressing well with no major changes. The Growing Mid Wales Board would be updated on 19th May. Energy Programme There was significant activity underway, including: • Strategic energy planning with national bodies. • Engagement with the National Energy System Operator. • Development of decarbonisation and innovation projects. • The Committee noted that there was an opportunity to showcase projects at the Royal Welsh Show. The Chair noted that a representative from EDF had made a presentation to the North Wales Growth Deal board and it was agreed that a further regional discussion was required. And again, that'll sit with officers to liaise and arrange - so we've got an assignable action. Action: Officers to liaise and arrange. Members asked how to ensure local authority representation in national energy planning structures. It was suggested that a twin track approach be adopted through CJC representation and individual local authority engagement. Action: Officers to provide advice to the Leaders. The Committee discussed Local Area Energy Plans. It was felt that the new Welsh Government administration needed to provide a steer. UK Shared Prosperity Fund The programme was nearing completion (extended to September 2026). In the final months the focus would be on maximising outputs and impacts and capturing learning for future programmes. Local Growth Fund £11.33m had been allocated for 2026–27. The agreed regional governance arrangements for the transition year remain consistent with those previously under the UKSPF. Ceredigion County Council would continue to be the lead authority, with delegated authority for Powys to manage its funding within the confines of the transition plan and WG guidance for the LGF. This would be done under the strategic oversight of the Mid Wales CJC. The CJC noted a number of challenges • reduced funding levels vs ambition. • Limited programme guidance from Welsh Government. • Uncertainty regarding Years 2–3 delivery arrangements. • Operational pressures due to late funding confirmation. Officers also highlighted concern over LGF eligibility rules which focus only on 16+ age group, when the preference in Mid Wales was to include the 14-16 cohort. Action: challenge Welsh Government on 14-16 eligibility. Governance, CJC Model & Strategic Engagement There was strong support for the “light-touch” CJC operating model and agreement on the need for early engagement with new Welsh Government ministers. Action: Officers to advise on coordinated approach to ministerial engagement.
There was agreement that the Strategic Development Plan should not progress due to · Different Local Development Plan (LDP) being at different stages in the constituent planning authorities. · Planning capacity constraints. · Lack of national guidance. · Uncertainty around North Wales National Park. · An alternative proposal to explore a Strategic Planning Statement (SPS) instead of full SDP had been made to Welsh Government. Action: Further collaborative development to be explored.
Members paid tribute to Clive Pinney on his retirement, recognising his role as a key architect of the CJC governance arrangements and acknowledging his long-standing contribution and expertise.
