Cabinet considered a report by the Head of Property, Economic Development and Regeneration on the 2-6 Old Bridge Redevelopment and Lease Proposal. The report sought approval to enter into an Agreement for Lease and subsequent lease arrangement with a major high street retailer for Unit 1, Riverside Shopping Centre, together with approval of the associated capital investment and procurement arrangements. The Deputy Leader and Cabinet Member for Education and Regeneration, Councillor Paul Miller, introduced the report and outlined the background to the Council’s acquisition of the Riverside Shopping Centre in 2020 as part of the wider regeneration programme for Haverfordwest town centre. He explained that the former Wilko unit had been marketed since becoming vacant and that the objective had been to secure an occupier capable of acting as a significant driver of footfall within the town centre. He expressed the view that the proposed tenant would fulfil that role and would represent an important step in supporting the vitality and long-term future of the town centre. Councillor Miller reported that further investigations of the building had identified additional works and associated costs. However, he considered it preferable to undertake these works whilst the building remained vacant and to secure appropriate repairing and maintenance obligations through the lease arrangement. He further commented that the increasing interest being shown by prospective tenants and investors demonstrated growing confidence in Haverfordwest town centre and the wider regeneration programme. Councillor Paul Miller Moved the Recommendation; Seconded by Councillor Rhys Sinnett. Councillor Jon Harvey welcomed the proposal and highlighted the significant regeneration work undertaken in Haverfordwest in recent years. He praised the level of external funding secured by the Authority and commented that town centres were evolving into destinations focused on a wider visitor experience. He expressed the view that securing a major retailer would encourage further private sector investment in the town centre. In response, Councillor Miller agreed that further work remained to be undertaken but noted that regeneration activity was now moving from public sector-led investment towards enabling and encouraging private sector involvement. He advised that positive discussions were taking place with prospective investors and tenants and expressed confidence that further announcements would follow. Councillor Rhys Sinnett referred to the option of taking no action and noted that, in such circumstances, the Council would remain responsible for managing and maintaining a vacant asset. He therefore supported progressing the proposal as the most effective means of securing occupation of the building and avoiding unnecessary maintenance expenditure. The Leader welcomed the proposal and commented on the positive changes that had taken place within Haverfordwest town centre. She noted that securing an anchor tenant represented an important next step in the town's regeneration. Cabinet then considered excluding the public from the meeting accordance with Section 100A (4) of the Local Government Act 1972, as Appendices A, B and C involved the likely disclosure of exempt information as defined in Paragraphs 14 and 16 of Part 4 of Schedule 12A to the Act; and that the public interest in maintaining the exemption outweighs the public interest in disclosing the information. The Leader Moved the Recommendation to exclude the public; Seconded by Councillor Jon Harvey. The vote, undertaken by way of a roll call, was carried.
