RESOLVED That the content of the Celtic Freeport Memorandum of Understanding, and its corresponding impact on the Celtic Freeport Public Funds Committee, be noted.
The Chair welcomed the Monitoring Officer (Neath Port Talbot), who presented the report on the Celtic Freeport Memorandum of Understanding. The Monitoring Officer explained that, since the Committee's previous meeting in September 2024, significant progress had been made in establishing the Freeport. He advised that the Memorandum of Understanding (MoU) had now been agreed between the Celtic Freeport Company, Pembrokeshire County Council, Neath Port Talbot County Borough Council, Welsh Government and UK Government. The MoU established the formal governance, financial and delivery framework for the operation of the Freeport and marked the transition from planning into full operational delivery. Members were informed that the document set out the respective responsibilities of all parties, governance and accountability arrangements, oversight by Welsh and UK Government, requirements regarding transparency and propriety, and the financial and assurance controls that would apply throughout the programme. The Monitoring Officer advised that further supporting agreements may be developed in due course to supplement the arrangements already established through the MoU. The Chair Moved the Recommendation; Seconded by Councillor Sean Pursey. The vote was taken by way of a show of hands and carried. RESOLVED That the content of the Celtic Freeport Memorandum of Understanding, and its corresponding impact on the Celtic Freeport Public Funds Committee, be noted.

RESOLVED That the Celtic Freeport Business Rates Relief Scheme, and its corresponding impact on the Celtic Freeport Public Funds Committee, be noted.
The Monitoring Officer introduced the report on the Business Rates Relief Scheme. It was explained that the scheme was required to support the wider investment framework of the Celtic Freeport and would enable qualifying businesses within the Freeport area to benefit from business rate relief for a period of up to five years. Relief would only be available where businesses occupied new or previously unused space, demonstrated genuine expansion, and could evidence alignment with the strategic objectives of the Freeport. Members were advised that Welsh Government would reimburse local authorities for correctly awarded relief. Councillor Andrew Dacey sought clarification regarding existing businesses operating within the Port Talbot docks area. He asked whether businesses such as JD Marine, JES and Talbot Blocks would be ineligible for relief unless they expanded their operations. The Monitoring Officer confirmed that this was correct and that existing businesses would only qualify where genuine expansion associated with Freeport activity could be demonstrated. Councillor Dacey acknowledged the clarification. The Chair Moved the Recommendation; Seconded by Councillor Steve Alderman. RESOLVED That the Celtic Freeport Business Rates Relief Scheme, and its corresponding impact on the Celtic Freeport Public Funds Committee, be noted.

RESOLVED That the proposed repayment of all capacity-building contributions, as detailed within the report, be endorsed.
The Monitoring Officer introduced the report. Members were reminded that each founding partner had contributed £200,000 during the establishment phase of the Celtic Freeport, together with significant officer resources. It had always been intended that these contributions would be repaid from retained business rates generated through the Freeport programme. The report sought support for the Public Funds Committee to approve repayment of those contributions as a first call against future retained business rates. The Monitoring Officer explained that repayment would ensure fairness and transparency for all founding partners and reflect commitments made when the Freeport was established. The Chair moved the Recommendation; Seconded by Councillor Steve Alderman. RESOLVED That the proposed repayment of all capacity-building contributions, as detailed within the report, be endorsed.
