The Monitoring Officer presented the report, advising that its purpose was to provide an overview of Code of Conduct complaints, including those not progressed by the Ombudsman and those resolved informally, in order to assist the Committee in identifying trends and training needs. She noted that while complaint levels were slightly lower than in previous periods, issues persisted, particularly within town and community councils, including disputes between Members and allegations involving clerks. She highlighted that matters had become more complex and less amenable to informal resolution and confirmed that related guidance and behavioural expectations continued to be incorporated into training, alongside promotion of local resolution protocols. The Chair referred to similar patterns being observed nationally and advised that a Welsh Government working group was considering issues relating to town and community councils, although progress was expected to be gradual, with guidance and any legislative changes likely to take time. He also highlighted the increasing demand on the Monitoring Officer’s time in providing advice and the associated administrative implications, which were being considered separately. The Recommendation was Moved by Ms Moira Saunders; Seconded by Councillor David Edwards The vote, by way of show of hands, was carried.
