The Chair invited the Head of Planning who delivered the following updates: The work of the internal taskforce continued to deliver on the workstreams within the Cabinet endorsed Action Plan. Work stream 1: Delivery of a strategic mitigation package Consultants (contract awarded to TACP UK Ltd) have been appointed to review identified land holdings and prepare a nutrient budget for land parcels, identify appropriate mitigation opportunities for those land parcels and prepare an implementation strategy for mitigation. Site visits are scheduled to take place next week. A Project Coordinator has been appointed from the Pembrokeshire Coastal Forum to assist the work of the internal taskforce in managing the delivery of this commission. The consultant’s final report is scheduled to be delivered at the end of May 2026. Workstream 2: Developer Mitigation Handbook has been drafted and shared with officers and industry, it is currently being finalised with publication anticipated this month (March 2026). Workstream 3: Work to scope and develop a framework for implementation of a local credit trading system using nutrient mitigation brought forward on the county farm estate is ongoing. The Authority continue to be an active member of the National Taskforce and Nutrient Management Borad working with stakeholders to gain understanding and develop solutions. - Through the national taskforce issues identified with the updated all-Wales nutrient calculator were raised and Welsh Government has confirmed that they have been rectified. - A clarifying letter is due to be published this month confirming the Welsh Government’s policy caveat approach to be taken by Local Planning Authority’s and Planning and Environment Decisions Wales during Examination of replacement Local Development Plans. - Financial support is available from the Bank of Wales to developers in difficulty - National Nutrient trading working group has been established and is looking to develop a pilot project for a national nutrient trading system - Welsh Government had delivered a workshop to Local Planning Authority’s and stakeholders and developed case studies to assist Local Planning Authority’s in using existing guidance. Publication of case studies and further guidance expected this month. - Natural Resources Wales has recently updated its advice on its webpage to refer to other approaches not just nutrient neutrality. This has enabled Local Planning Authority’s and particularly Pembrokeshire to pursue these approaches. In response to this latest change in position from Natural Resources Wales, the Council is actively pursuing preparation of a Strategic Level Habitats Regulations Assessment for existing and future housing supply following a threshold approach. We will be seeking to award contract to environmental consultants this month with a delivery timescale anticipated to be around two months. Work is ongoing to transition the existing West Wales Nutrient Management Board to a catchment partnership to work collectively with stakeholders to address the nitrates issue and to deliver on the actions set out in the Nutrient Management Plans. Whilst the work of officers to bring forward a solution remains ongoing, it is heartening to see a number of developers bringing forward proposals for mitigation and evidence to demonstrate nutrient neutrality. I would encourage applicants and agents to use the calculator to establish the nutrient output of their proposed development and scope out (with consultants if needed) mitigation opportunities that they could secure or look to bring forward.
There were no declarations of interest received.

RESOLVED That the application be REFUSED for the reason outlined in Section 1.1 of the report. [The meeting adjourned for a short break at this juncture.]
The application was presented for Committee consideration as the application had been made by a close family member of an Officer of the Planning service (Appendix 1 to Section 14 of the Constitution). The application was deferred at the meeting of 3 December 2025 to enable the applicant to provide additional information on farm diversification and nutrient neutrality. The Planning Officer presented the application to the Committee advising of the following oral update: Following publication of the committee report, the Agent had raised that the Officer commentary on previous appeal and planning decisions had not been included in the published committee report. However, it is acknowledged that the report was lacking commentary however Officer’s confirmed that officers had fully considered the cases referenced by the agent in the application submission in formulating the recommendation. The circumstances of those cases were different from the application being considered and did not establish a precedent. The Committee was advised that due notification had been received from the following interested party who wished to exercise their right to address the Committee: Andrew Vaughan-Harries – Agent The Agent advised that, following the Nitrate Neutrality report, a solution had been identified which removed the septic tanks and placed a treatment plant system providing neutrality. It was highlighted that the buildings were sitting redundant, having previously been for commercial use with disabled toilets and kitchens. The Agent highlighted a number of policies that supported the application and that this was a diversification project in a rural area, providing additional income streams bringing additional employment and prosperity to the community. It was also noted that, although the applicant currently farms 36 acres, he had access to a further 300 acres at his brother’s farm nearby allowing shared land and machinery use. The Agent highlighted that no statutory consultees or Community Council had objected to the application. The Chair then invited questions from Members to the Agent. In response to a concern raised by Councillor Alec Cormack regarding the Local Development Plan 2 (LDP2), the Agent advised, that once implemented, he had been advised that some of the tourism policies were going to be more generous and that there was a draft policy to allow more developments in rural areas, away from villages. In response to a question raised by Councillor Brian Hall regarding how long the building had been in place, the Agent advised that he believed since the 1980s. The Agent further clarified that the building had been used as a restaurant when the vineyard was in place. It was recognised by Councillor Nick Neumann that other buildings had been approved by the Authority and the Agent confirmed that a barn conversion had been approved on the farm as a holiday let under the GN.17 policy. It was recognised by Councillor John Cole that the site was already a certified campsite and the Agent clarified there was a licence for up to 20 units. The Chair reminded Members that any farm diversification tourism proposal should complement the agricultural operation and not supplement it. There were no further questions raised to the Agent. The Committee proceeded to discuss the application. Councillor Brian Hall highlighted that the applicant had use of his brother’s land and that this was an existing building and then Moved to approve the Application. The Head of Planning advised that the reason would be given limited weight by Officers and that a more justified and comprehensive reason was required. Councillor Nick Neumann highlighted that by supporting the recommendation, the Committee was allowing another building to remain redundant. He emphasised that the building was already in place and had been built to residential specifications. The Head of Planning reminded Members of the existing Local Development Plan and that decisions must be made in accordance with that plan unless there were material consideration to outweigh those policies. It was noted that the proposal being discussed was not policy compliant in respect of National and Local planning policy. In response to a question raised by Councillor Nick Neumann regarding other forms of tourism, the Head of Planning advised that a smaller form of tourism accommodation that supported the agricultural enterprise could be considered as this would support and supplement the agricultural business. In response to a question raised by Councillor Alec Cormack regarding the diversification policy and the number of units proposed, the Head of Planning provided clarity on the various policies and the reason for the recommendation of refusal. The Chair clarified that Councillor Brian Hall had Moved to approve the application; Seconded by Councillor John Cole. The vote, undertaken by way of a roll-call was lost. The votes were recorded as follows: For the Motion: Councillors John Cole, Brian Hall, Nick Neumann and Danny Young [4] Against the Motion: Councillors Mark Carter, Alec Cormack, John Davies, Tim Evans, Chris Williams and Michael Williams [6] There were no abstentions.
