RESOLVED That the report be noted.
The Legal Services Manager and Deputy Monitoring Officer introduced the report and highlighted that information on the outcomes was presented fully in appendix 1. Regarding all Ombudsman complaints, the Chair queried when the Committee would receive these figures. In response, the Legal Services Manager and Deputy Monitoring Officer said that these were expected in the late summer of 2025. In the report, Community Councillor Edwards highlighted that a common issue was Community Councils not declaring interests and he was aware that community councillors were not declaring their interests. Therefore, he suggested that the Committee contact these councils to see if they need dispensations as this would jeopardise their integrity. As many county councillors were also community and town councillors, the Chair said that he would raise this when he presents the Annual Report to Full Council in July 2025 to raise awareness. He noted that there were similar issues with town and community council across Wales and the fact that the Monitoring Officer was not responsible for Pembrokeshire’s town and community councils made training difficult. To add to this, the Legal Services Manager stated that code of conduct training for town and community councils was planned for the 14th July 2025 in the evening. The same training was offered last year but attendance was low, therefore, she will present the attendance figures to the Committee. As group leaders had previously requested training on member-officer relationships, Councillor Thomas queried if there were plans to carry this training out and how. In response, the Legal Services Manager confirmed that there planning at ways to deliver this training internally as previously it was provided by an external provider. The Chair suggested that the Committee meet on the 14th July to discuss future training options for members. The Legal Services Manager concurred with this and suggested that this b a workshop instead of a formal meeting. The Committee agreed to this. The Recommendation was Moved by Mrs Maggie Hughes; Seconded by Community Councillor David Edwards. The vote, undertaken by way of a show of hands, was carried. RESOLVED That the report be noted.
It was agreed that the Committee will have a workshop on the 14th July 2025. It was confirmed that if no elected members require a dispensation for July’s Full Council meeting, then they will meet at 10am. Autumn’s meeting will take place on the 2nd October 2025 at 10am.
