RESOLVED That the proposed Taxi Licence fees for 2025 be approved with effect from 1 April 2025.
The Chair invited the Lead Licensing Officer to present the Taxi Licensing Fees report to the Committee. The Officer explained that the proposed fees had been presented to the Committee on 28 January 2025. The Officer updated the Committee that the recommended fees had been advertised in local newspapers and online and through Licensing and Corporate social media and the Taxi Newsletter and very few responses had been received. The Officer advised the Committee that on 6 March, Full Council had resolved that the fee setting was delegated to the Licensing Committee. Councillor John Cole thanked the Lead Licensing Officer for the report noting that there had been no increase in fees for eight years. In response to a question from Councillor Tim Evans regarding how drivers had been notified of the increase in fees, the Lead Licensing Officer advised that they had gone beyond statutory requirements with the Licensing Facebook page and Taxi newsletter. In response to a question from Councillor Viv Stoddart regarding the driver knowledge test, the Lead Licensing Officer advised that the test was not as difficult as the London Hackney Carriage test but that it tested knowledge of the local area and routes, safeguarding awareness, licensing conditions, general laws for taxi drivers and the differences between private hire and hackney carriages. Drivers were given two attempts to pass the knowledge test. Moved by Councillor Tony Wilcox; Seconded by Councillor Vanessa Thomas. The vote, undertaken by way of a show of hands, was carried. RESOLVED That the proposed Taxi Licence fees for 2025 be approved with effect from 1 April 2025.

RESOLVED That the Mobile Homes (Wales) Act 2013 – Fee Policy and Fees be approved.
[Having previously declared a personal and prejudicial interest in this item of business, Councillor Mark Carter left the meeting.] The Lead Licensing Officer presented the Mobile Homes (Wales) Act 2013 fee policy to the Committee noting that there were fees for the Mobile Homes but no fee policy in place under the new legislation which took effect in 2014 and advised that mobile homes were regulated under the Caravan Act. She highlighted that 2025 would begin the next five yearly renewal and that the Act required that a Fee Policy be published. In response to a question from Councillor Viv Stoddart regarding pitch fees being increased by CPI, the Lead Licensing Officer advised that there were rules surrounding pitch fees and that the full policy would be reviewed at a future meeting. The Officer advised that the Site owner paid a licence fee that contained the increase limits and that they could not rise above CPI which was governed by the Act. In response to a concern raised by Councillor Vanessa Thomas regarding compliance, the Lead Licensing Officer advised of the process and confirmed that the Local Authority was responsible for the administration of the regime. The licence would have conditions attached and the Local Authority checked on compliance. The Officer further advised that sites were visited on application and that larger sites would have an additional visit during the five-year licence period. In response to a further question from Councillor Thomas regarding cost recovery, the Lead Licensing Officer advised that the fees for smaller sites met the cost however, the fees for larger sites would be reviewed through the next five-year period. In response to a question from Councillor Cole regarding the fee calculation when compared to other Authority’s, the Lead Licensing Officer advised that they had done this differently and that it was a set fee per site and not per pitch. Moved by Councillor John Cole; Seconded by Councillor Tim Evans. The vote, undertaken by way of a show of hands, was carried. RESOLVED That the Mobile Homes (Wales) Act 2013 – Fee Policy and Fees be approved.
