RESOLVED That the proposed Taxi Licence fees for 2025 for public notice in line with statutory requirements be approved.
The Chair invited the Lead Licensing Officer to present the Taxi Licensing Fees report to the Committee. She noted that the fees had not been reviewed since 2017 and clarified that the Operator’s fee had been reduced and questioned why it had been so high in the first place advising there were 17 Operator licences in place. The Officer advised that all other fees had been increased emphasising that the vehicle fees differed dependant on the age of the vehicle due to the number of tests required. Additionally, all vehicle tests were conducted in-house. The Drivers fee includes various requirements that had been imposed since 2017 including the cost of the Disclosure and Barring Service (DBS), the right to work checks and NR3S which checked on revoked or suspended licences. The Lead Licensing Officer further advised that if the Committee was minded to approve the report, the statutory advertisement period of 28 days for objections would commence. Any objections received would need to be considered and reported back to Full Council. The Lead Licensing Officer explained that if the fees were not increased, the Authority would continue to subsidise the taxi community. The Lead Licensing Officer then presented the options that were available to the Committee and the Chair reiterated that the charges had not been reviewed since 2017. The Chair then invited Members to question the report with the key points raised as follows: In response to a concern raised by Councillor Tim Evans regarding other Authorities working on a cost recovery basis, the Lead Licensing Officer advised that all Authorities tried and that no Authority would willingly subsidise the costs. In response to a further concern raised by Councillor Evans regarding the three year licence fee, the Lead Licensing Officer explained that Applicants could apply to Carmarthenshire County Council as a Private Hire Driver but as a Hackney Carriage would need to hold a Pembrokeshire Licence to work on the Pembrokeshire Ranks. To work as a Private Hire driver, they would need to hold all three licences – private hire operator / driver and private hire vehicle with Carmarthen. Overall, there would not be a cost benefit as Carmarthenshire operator fees are much higher than those proposed in Pembrokeshire. In response to a question from Councillor Mark Carter regarding the private hire fee of £460, the Lead Licensing Officer explained that there was no provision for a Hackney Carriage Operators licence, so hence no fee for one. In response to a question from Councillor Tony Wilcox regarding the MOT undertaken three times per year, the Lead Licensing Officer explained that more than a standard MOT was undertaken together with other licensing conditions. These are undertaken by appointment by the Authority at the Council garage in Thornton. Councillor Wilcox queried the excessive and inconsistent costs from taxis, particularly in the early hours of the morning and the Lead Licensing Officer explained that there was a complaint form online for customers to register a complaint and agreed that the inconsistent costs had a negative impact on the taxi trade. The Lead Licensing Officer advised all customers to ensure that, when using a Hackney carriage/taxi that the meter is used and when using Private Hire, that the price is agreed in advance. The Lead Licensing Officer advised that no prior consultation had taken place on the increases but noted there had not been a review since 2017. Following the statutory notice period, the report would be presented to Full Council for ratification together with any objections received. Moved by Councillor Tony Wilcox; Seconded by Councillor Vanessa Thomas The vote, undertaken by way of a show of hands, was carried. RESOLVED That the proposed Taxi Licence fees for 2025 for public notice in line with statutory requirements be approved.
