RESOLVED That the work undertaken to date to implement Most Significant Change within the Public Services Board ‘Strengthening Communities’ priority as a way to evaluate the impact that projects are delivering and to consider future opportunities with regards to how the methodology could be used to influence strategic decision-making in Pembrokeshire, be noted.
The Panel considered a report by the Director of Social Care and Housing regarding Most Significant Change Stories – Evaluating Impact Across the Public Services Board (PSB) ‘Strengthening Communities’ Priority. The Cabinet Member with responsibility for Communities, Corporate Improvement and the Well-being of Future Generations provided an overview of the PSB, outlining its purpose and priorities stating that it was a statutory Board which was a virtual organisation with no money associated to it. The statutory organisations and partners were outlined, and it was stated that they work in partnership to tackle three priorities: reducing poverty and inequalities, strengthening communities and climate. An invite was extended to all Members to attend a PSB Board meeting to observe or to contribute to some of the work streams, if they wished. The Chair then welcomed the Director of Social Care and Housing to the meeting who outlined the main points of the report and appendices and explained the details of the valuable ‘Most Significant Change’ technique, which was stated to be a qualitative methodology. The Chair also welcomed the Head of Strategic Joint Commissioning and the Senior Commissioning Manager to the meeting to assist with questions. The Senior Commissioning Manager shared a presentation which provided information in relation to the Most Significant Change pilot which was being run through the PSB. The process from training up story gatherers, to collecting the stories and then those stories being considered by the operational and strategic groups before being filtered for discussion at the PSB was outlined, which would then progress into lessons being learnt at a strategic level. A range of discussion points following PSB’s consideration of the stories were outlined and information on the next steps was provided. The Director of Social Care and Housing added that last week the Authority hosted Social Care Wales (SCW) for a Board development session and a strategic development day which included talking SCW through its own story selection Panel and how stories could be used as evidence. The Chair made reference to the initial ten stories which were gathered and sought further information on how it was decided that only four out of the ten would be taken forward for discussion at the PSB. The Senior Commissioning Manager advised that the story selection was done via a multi-agency panel, both at operational and strategic level, where on consideration, it was recognised that some of the stories had been presented in a third person view or in a case study style which did not meet the criteria of the stories being told in the words of the individual. Duplication of services within some of the stories was also identified, and the Panel wanted to provide a range of services in the final stories considered. It was stated that the Panel also prioritised stories which would enable the largest impact to be had in terms of change at a strategic level. The Chair highlighted that some of the stories may not be able to be told in public session and queried how the PSB was able to deliberate the stories at its meeting with that in mind. The Director of Social Care and Housing advised that the storytellers had been informed that their stories would be discussed, of which they gave consent, and the names were changed/anonymised for deliberation. The Corporate Policy and Partnerships Manager advised that PSB meetings were not webcast. Moved by Councillor Michael John; Seconded by Councillor Mark Carter The vote, undertaken by way of a show of hands, was carried.

RESOLVED That the activity being directed towards tackling poverty in the County and future plans for the vital work, be noted.
The Panel considered a report by the Head of Children’s Services regarding the work being undertaken to tackle poverty within Pembrokeshire. The Cabinet Member with responsibility for Communities, Corporate Improvement and the Well-being of Future Generations introduced the item and stated that the Head of Children’s Services had been tasked with leading on the tackling poverty workstream of the PSB. Further information was provided on how updates from the silver and operational levels of the three workstreams were scheduled for reporting into PSB meetings. The Chair welcomed the Head of Children’s Services who outlined the main points of the report, particularly in relation to the specifics of the Low Income Family Tracker (LIFT) platform and how that would begin to be utilised to identify unclaimed benefits for individuals. It was stated that use of the platform, and its impact, would bring with it benefits across all levels of the County, at an individual level, a societal level, an economic level within the County and for the Local Authority. Further information was also provided in relation to the ‘People Power’ project, a referral project whereby families are referred for support around income and financial struggles. Reference was made to the Tackling Poverty Summit, which was held in 2024, and which was also taking place again this year, of which plans were outlined. The Chair commented that the LIFT platform would be a positive tool and queried if any data, as to how many people it had brought benefit to, would be available. In response, the Head of Children’s Services advised that data sharing agreements had been set up which would allow the platform to collate data to show how figures of claimants change following campaigns that are run. It was also added that the platform enabled direct access to individuals to alert them that they may be eligible for unclaimed benefits. The Chair highlighted the success and importance of the ‘Keep Warm, Keep Well’ Hubs and Spaces provision and Councillor Delme Harries raised the importance of supporting communities who were not successful in obtaining funding for such spaces. Councillor Delme Harries expressed the importance of communication around the LIFT project, as individuals who receive direct correspondence advising that they may be eligible for additional benefits may in the first instance think it is a scam or junk mail. The Head of Children’s Services confirmed that extensive communications work would be undertaken with a range of sectors and agencies in advance of the campaigns being run. In summing up, the Head of Children’s Services emphasised the importance of pupils eligible for free school meals being able to still submit a claim, despite all primary school meals being free to all learners now, as schools benefit as a result of the claim numbers through the Pupils Deprivation Grant. [Councillor Rhys Jordan left the meeting at this juncture.] Moved by Councillor Michael John; Seconded by Councillor Delme Harries The vote, undertaken by way of a show of hands, was carried. RESOLVED That the activity being directed towards tackling poverty in the County and future plans for the vital work, be noted.

RESOLVED That scrutiny of Dyfed Powys Police’s planned new strategy be added to the work programme for September 2025.
The Panel considered a referral from the Corporate Overview and Scrutiny Committee requesting that the Panel consider adding scrutiny of Dyfed Powys Police planned new strategy to the work programme. The referral was made following concerns raised in relation to current and planned strategies regarding station coverage by Officers, antisocial behaviour and rural crime. Specific concerns had been highlighted in relation to the lack of Officers present at stations and an increasing level of rural crime and how antisocial behaviour is being tackled throughout the County. The Chair invited the Community Safety Poverty and Regeneration Manager to the meeting to provide some information on the scope the Panel had to scrutinise Community Safety Partnership (CSP) partners. The Community Safety Poverty and Regeneration Manager clarified that the Safer Pembrokeshire Partnership was not a police partnership, it was a statutory strategic partnership, of which the range of partners were outlined. It was stated that the Safer Pembrokeshire Partnership had oversight of the Community Safety Partnership. Members were advised that an update in relation to the concerns raised could be sought from Dyfed Powys Police, which would fall in line with the release of the new policing plan by the Police and Crime Commissioner, which was due to be shared on 13 February 2025. Councillor Delme Harries requested that as part of the update from Dyfed Powys Police, that information also be provided in relation to how communities can manage and be protected from registered sex offenders. It was agreed that this matter would be dealt with separately, as part of a Members training session. Councillor Steve Alderman made reference to an ongoing issue of stray horses within the County and queried whether anything could be done through the Community Safety Partnership. In response, the Community Safety Poverty and Regeneration Manager advised that an update on the fly grazing matter was due to be provided at the March Services Overview and Scrutiny Committee which would provide Members with the opportunity to consider ways to mitigate the issue within the County. In summing up, the Community Safety Poverty and Regeneration Manager agreed that it would be within the Panel’s remit to invite Dyfed Powys Police to the next meeting to address the range of issues identified. Moved by Councillor Michael John; Seconded by Councillor Delme Harries The vote, undertaken by way of a show of hands, was carried. RESOLVED That scrutiny of Dyfed Powys Police’s planned new strategy be added to the work programme for September 2025.
