RESOLVED That Councillor Vivien Stoddart be granted dispensation to speak only on matters relating to Post 16 education in Pembrokeshire; and that the dispensation be valid until the end of the administrative year (May 2027).
The Committee considered an application by Councillor Viv Stoddart for dispensation to speak on matters relating to Post-16 Education. On invitation of the Chair, Councillor Stoddart addressed the Committee in support of her application; and to explain the purpose of her application. Regarding her application, Councillor Stoddart noted that the Council did a lot of collaboration work with Pembrokeshire College, and this was where her daughter worked. Pembrokeshire College was a main provider alongside school Sixth Forms for post-16 education, and she had requested to speak only. Councillor Stoddart concluded that she would like the dispensation to last until the end of the Council’s administrative year. In response to a question from Mrs Maggie Hughes regarding her previous dispensation, Councillor Viv Stoddart confirmed that her previous dispensation for this expired in 2024, and she applied for a new dispensation because this item was discussed at the Schools & Learning Overview and Scrutiny Committee which she sits on. Regarding her daughter’s role, Community Councillor David Edwards queried if her job was more managerial instead of teaching based at the College. In response, Councillor Viv Stoddart confirmed that her daughter’s role was teaching only. With regards to the application, Community Councillor Sarah Snow noted that two years was a long time politically and things could change, for example, Councillor Stoddart’s daughter could get a management role at the College. Historically, the Chair noted that two-year dispensations were frequently granted. To add to this, Community Councillor Edwards said that the Council’s elections were in 2027 so the dispensation could only last two years. He reiterated that he was in favour of his Motion that the dispensation last two years. The vote, undertaken by way of a roll-call, was carried, the votes were recorded as follows: For the Motion – Community Councillors David Edwards and Sarah Snow; Mrs Maggie Hughes and Mr Nick Watt [4] There were no votes against or abstentions. The Legal Services Manager summarised the report and highlighted that there had been 13 bullying/harassment complaints since January 2025 which was an increase from last year. Out of the 17 complaints received since January 2025 three were being investigated and the rest were dismissed by the Ombudsman. As most complaints received were on bullying, Community Councillor David Edwards queried what the extent of this was. In response, the Legal Services Manager said that she did not have specific details on the complaints, but Code of Conduct training sessions were planned in July 2025 to try and prevent further complaints. The Recommendation was Moved by Community Councillor David Edwards; Seconded by Mrs Maggie Hughes. The vote, undertaken by way of a show of hands, was carried. RESOLVED That the report be noted.
