The Chair welcomed the Senior Planning Officer to the meeting to give a presentation on planning application 24/0137/PA – Retention of Farm Park with ancillary buildings at Home Farm, Camrose to the Panel. The Local member for Camrose, Councillor Jamie Adams then presented reasons for the application to be removed from the scheme of delegation and referred to the Planning Committee. Councillor Adams highlighted that a petition had been started by a parent in the Llangwm area gathering 3567 messages of support. Councillor Adams highlighted the positive impact of Home Farm on the petition creator’s two children, one of whom had acute additional learning needs; Autism and ADHD. Councillor Adams explained that the Farm supported Key Stage 3 and 4 students, Waldo Williams school, Pembrokeshire Learning Centres, Landsker Learning Centre, Fenton Learning Centre, Phoenix, Pembrokeshire College, Face project for families, Young Carer rewards, private Carers, ASD events, Dementia Carers, Pembrokeshire and Carmarthen County Councils, child assessments and a lot more. He further emphasised that this was not a straight forward application as it was very complex due to the support that was offered. The Panel then debated the contents of the presentations and the key points were highlighted as follows: The Chair highlighted that were Criterion 2 and 3 met, it would be presented to the Planning Committee. Councillor John Cole expressed support for the application to be removed from the scheme of delegation as the Criterion had been met. Councillor Aled Thomas concurred with this. Councillor Thomas emphasised the clear support and requested that a discussion on an open platform be undertaken. The Chair emphasised that Criterion 3 was where the policy conflict lay with particular conflict in GN.1 and GN.10. In response to a question from the Chair regarding the sufficiency of the GN.1 and GN.10 conflict, the Chief Planning Officer advised that Criterion 3 and presented a weak argument as the policies do not conflict. Criterion 2 represented a valid argument given some of the sensitive issues raised in the Member’s presentation and meeting one criterion was sufficient to remove the application from the scheme of delegation. Councillor John Cole Moved that the application be removed from the scheme of delegation and be considered by the Planning Committee as Criterion 2 had been met; Seconded by Cllr Aled Thomas. The vote, undertaken by way of a roll-call, was carried. The votes were recorded as follows: For the Motion: Councillors John Cole, Pat Davies, Tessa Hodgson, Mel Phillips, Viv Stoddart, Aled Thomas and Guy Woodham [7] There were no votes against and no abstentions. RESOLVED That the application be REMOVED from the scheme of delegation and be considered by the Planning Committee as Criterion 2 had been met.
