RESOLVED That Councillor Joshua Beynon be granted dispensation to speak and vote in relation to Members of the Council being employed by MPs and MSs until the end of his Council term (May 2027).
[Having previously declared a personal and prejudicial interest, Councillor Guy Woodham withdrew from the meeting at 10:08]. The Committee considered an application by Councillor Joshua Beynon for dispensation to speak and vote on matters relating to Members of the Council being employed by MPs and MSs. As Councillor Beynon was unavailable to attend the meeting, the Committee discussed his application without a presentation. Regarding the application, Mr Paul Rowley queried if there had been a similar dispensation like it in the past as he stated that it implied that he was being ‘blocked’ from speaking due to his other employment. In response, the Legal Services Manager and the Chair confirmed that there had not since they had been involved in the Committee. To add to this, the Chair clarified that he had concerns with the application and he asked the Legal Services Manager to contact Councillor Beynon about it requesting more information. Community Councillor David Edwards expressed his concern that the Motion implied that Members of the County Council would not be able to have a certain type of employment, and the Leader of the Council would be limited to who they appoint to their Cabinet. He noted that this would need for the County Council’s Constitution to be amended if passed. To clarify, the Legal Services Manager highlighted that the Committee was not there to discuss the merit of the Motion, and they needed to determine whether they wanted to allow Councillor Beynon to speak and or vote on the matter mentioned when the topic was presented before a decision-making body. She stated that the Committee needed to look at Councillor Beynon’s position and determine whether a dispensation should be granted. Community Councillor Edwards reiterated that he was in favour of supporting the dispensation application as Councillors should not be ‘curtailed’ due to their job. Mr David Parsons concurred with Community Councillor Edwards’ comments. Regarding public perception, Mrs Moira Saunders stated that it could look like Councillor Beynon would vote and speak on his own behalf. It was Moved by Community Councillor David Edwards that Councillor Joshua Beynon be granted dispensation to speak and vote in relation to Members of the Council being employed by MPs and MSs until the end of his Council term (May 2027). This was Seconded by Mr David Parsons. RESOLVED That the report be noted.
The Legal Services Manager summarised the report and highlighted that it covered between May 2024 to January 2025 and there had been 13 complaints so far. Most complaints for this period were about social media and most complaints raised to the Ombudsman were dismissed. Regarding training, Councillor Woodham queried what social media training was available for town and community councillors. In response, the Legal Services Manager said that Code of Conduct training was offered annually to town and community councillors which touched on social media etiquette. However, social media specific training could be investigated if they expressed an interest in having it. She noted that training that was held with town and community councils was not well attended so they needed to look at how engagement could be improved. To add to this, the Chair stated that the Committee had a mandate to get involved in county councillor’s training, but they did not have an oversight with town and community councillor’s Code of Conduct training. Therefore, their training could not be mandated. With regards to town and community councillors training, Community Councillor Edwards said that this was normally done by One Voice Wales. While he said the training was good, they did not have a good model for social media training. Councillor Thomas requested a breakdown of complaints received from town and community councils each for the period reported as this could help identify where the main issues laid. The Chair reiterated that most complaints were received from town and community councils, and this created a challenge due to the Committees limitations. This was an issue for all Standards Committees in Wales. The Recommendation was Moved by Community Councillor David Edwards; Seconded by Mr Paul Rowley. The vote, undertaken by way of a show of hands, was carried. RESOLVED That the report be noted.
