Councillor Di Clements highlighted that the vote for the Amendment under Minute 43 was incorrect, and that herself and Councillor David Simpson had voted against. The Democratic Services Officers confirmed that this would be corrected. Councillor Alan Dennison sought clarification in regards to Minute 44,Notification of the Voluntary Severance Scheme Cases Approved, as he had left the meeting at that juncture. He wished to clarify whether any of the 21 cases that had been approved were outlined within the Council’s Budget Modeller. The Head of Human Resources explained that some of the cases were part of the predetermined budget savings, and a number of them were additional savings. The Chief Executive then confirmed that just over 11 cases were against the existing savings measures that were part of the budget that Council agreed on 7 March 2024, with a third of the posts being additional savings, said to be between £350,000 to £360,000, which would therefore be placed against the additional £1 million target. Councillor Paul Miller Moved the Recommendation; Seconded by Councillor Di Clements. The vote was taken by a show of hands and was carried. RESOLVED That the Minutes of the Meeting held on 25 March 2024 be approved as a correct record, subject to the following correction: Amendment Vote for item 7, Performance Management of Chief Executive and Chief Officers, Councillors Di Clements and David Simpson voted against.

RESOLVED That the update be noted and that a standing item be brought to the Committee in June, to consider the position on performance appraisals of all Chief Officers.
The Committee considered a verbal update on the status of Senior Officers reports. The Chief Executive introduced the item and referred to the annual appraisal system that had been implemented at the last meeting of the Senior Staff Committee. He stated that he was currently in the process of completing the direct reports and that they would be signed off over the course of the next month. In regards to his own report, he stated that an independent facilitator had been appointed and that a date for the panel would be set in due course. Councillor Paul Miller wished for a standing report regarding the Senior Officers appraisals to be scheduled for the Committee, and sought clarification in regards to a suitable date. The Chief Executive suggested late spring or early summer, to which Members agreed. Councillor Di Clements sought clarification as to whether there would be a similar timeline for the Chief Executive Panel. The Chief Executive stated that he would check whether a date for the Panel to meet had been organised. He added that it would be sensible for the outgoing Leader to sign off the performance appraisal, and that the incoming Leader be present at that Panel meeting to agree the performance objectives for the next 12 months. Councillor Miller suggested that the standing item be presented annually in June to consider an update report on Officer and Chief Executive appraisals. The Head of Human Resources agreed with this approach and stated that this timeline would support the process of the appraisals. Councillor Paul Miller Moved that the update be noted and that a standing item be brought to the Committee in June, to consider the position on performance appraisals of all Chief Officers. The Motion was Seconded by Councillor Alan Dennison. The vote was taken by a show of hands and was carried. RESOLVED That the update be noted and that a standing item be brought to the Committee in June, to consider the position on performance appraisals of all Chief Officers.
The Committee considered excluding the public from the next item of business, as it involved the disclosure of exempt information as defined in Paragraphs 12 and 14 of Part 4 of Schedule 12A to the Local Government Act 1972. Councillor Paul Miller Moved the Recommendation; Seconded by Councillor Alan Dennison. The vote, undertaken by a roll call, was carried. The votes were recorded as follows: For the Motion: Councillors Paul Miller, Tessa Hodgson, Di Clements, Alan Dennison, David Simpson, Anji Tinley and Jacob Williams [7] RESOLVED That the public be excluded from the meeting for the following item of business in accordance with Section 100A(4) of the Local Government Act 1972 as it involves the likely disclosure of exempt information as defined in Paragraphs 12 of Part 4 of Schedule 12A to the Act; and that the public interest in maintaining the exemption outweighs the public interest in disclosing the information. The webcast was stopped at this juncture.
