Cabinet considered a report by the Head of Democratic Services which outlined the recommendation of the Services Overview and Scrutiny Committee in relation to the following decision, which had been called-in on 15 March 2024: DECISION That the award of the contract for construction services, as detailed in this report to Walters Group Ltd, be authorised. Reason for Decision: To comply with the Council’s Contract Procedure Rules and to ensure that the Haverfordwest Footbridge and Western Quayside Phase 2 project is delivered. Councillor Paul Miller, the Cabinet Member with responsibility for Place, the Region and Climate Change, introduced the report and asked the Head of Infrastructure and Environment to provide some background on the report and the deliberations of the Services Overview and Scrutiny Committee. The Head of Infrastructure and Environment explained that the decision made by Cabinet on 11 March 2024 to award a contract for construction services, was called in to an extraordinary meeting of the Services Overview and Scrutiny Committee. He stated that there were a number of resolutions, which included further clarification around the quotes and cost estimates to maintain the bridge, to ensure that the statements that had been made by Cabinet Members were accurate, as well as the financial implications of this project on the Council budget going forward. Councillor Paul Miller Moved that the comments of the Services Overview and Scrutiny Committee be noted and to proceed with the original decision; Seconded by Councillor Jon Harvey. Councillor Miller referred to the statements made by the Leader at the previous Cabinet meeting, and stated that the Leader wished to be clear that he stood by his comments. He also stood by the project being a ‘good deal’ in the sense that the current bridge required work and that this way forward was a financially efficient way to replace the bridge, in the most cost effective way to the Pembrokeshire taxpayer as possible. Councillor Miller then asked the Head of Infrastructure and Environment to provide the figures in order to clarify the points made by the Services Overview and Scrutiny Committee. In response, the Head of Infrastructure and Environment outlined the estimated replacement cost for the bridge, which was said to be £911,000. In terms of the match funding costs, as outlined in the original report that went to Cabinet in March, it was said to be a total of £567,000. Councillor Miller wished to clarify whether the costs incurred so far, as well as the commitments made, would be lost if the project was to be abandoned, and instead a like-for-like replacement route was to be taken. Councillor Miller highlighted that this would cost in the region of £2 million, whereas the contribution from the Council to proceed with the current funding route, would cost £567,000. The Head of Infrastructure and Environment confirmed this to be the case. Councillor Miller then sought clarification in regards to the revenue implications of proceeding with the project as planned, said to be an estimated total of £40,000. The Head of Financial Services confirmed this to be correct. The Head of Infrastructure and Environment then corrected his earlier comment regarding the estimated replacement cost for the bridge, and stated that it was actually £931,000. Councillor Alec Cormack suggested the need to recognise that the bridge was a critical link to the other regeneration projects, and that the investment would maximise the benefit to the whole community. He then stated his supported for the project. Councillor Jon Harvey stated that he would continue to support the project on the basis that it made financial sense, and agreed with the comments made by Councillor Cormack, in regards to the project linking with the other regeneration sites. Councillor Rhys Sinnett stated that the bridge formed an integral part of the vision for the future of the centre of Haverfordwest. He also highlighted that the project was deemed worthy of support by the UK Government, with it being 90% funded by them. He then stated he was happy to support the project, due to the wider regeneration implications and the value it would bring to the taxpayers going forward. Councillor Neil Prior referred to the opportunity to review the reports and plans for the project, and stated that he had not changed his view to support it. Councillor Miller referred to the regeneration of town centres across the County, and believed such projects were for the Authority to be involved in, in order to secure a prosperous and vibrant future for the County’s town centres. He agreed that the bridge was part of the wider regeneration plan, and highlighted that the projects currently underway across the County were funded in the majority by both the Welsh and UK Governments, who believed the plans for Haverfordwest were worth investing in. Cabinet then considered excluding the public from the meeting to consider the exempt Appendix 3. Councillor Paul Miller Moved the exclusion of the public; Seconded by Councillor Alec Cormack. Councillor Cormack added that due to the confidential contract outlined in Appendix 3, it was necessary to go into private session to protect that document. The vote was taken by a roll call and was carried. The votes were recorded as follows: For the Motion: Councillors Paul Miller, Alec Cormack, Jon Harvey, Tessa Hodgson, Neil Prior and Rhys Sinnett [6] There were no votes against or abstentions.
