RESOLVED That delegated authority be granted to the Head of Planning to APPROVE the application subject to the resolution of matters relating to ecology including the ratification of the draft Habitat Regulations Assessment by National Resources Wales and subject to the conditions outlined in Section 1.1 of the report.
The application was presented for Committee consideration as it is subject to an environmental impact assessment (Appendix 1 to Section 14 of the Constitution). The Planning Officer presented the application to the Committee advising of an updated site location plan to include the various cable linkages and pipeline linkage to the Valero Refinery. The Committee was advised that due notification had been received from the following interested parties, who wished to exercise their right to address the Committee: • Zoe Harrison - Agent The Chair then invited the Public Speaker to address the Committee who noted that she was representing the Applicant RWE. The Public Speaker noted that the application was a pivotal step towards a cleaner, greener future for South Wales protecting the environment for future generations. The Chair then invited any questions from Members to the Agent. Councillor Alderman sought clarity regarding the yield ratio of two tonnes of hydrogen per hour and the requirement for nine kilogrammes of water and the Agent advised that one kilogramme of hydrogen required nine kilogrammes of water. She further advised that there was an existing agreement with Welsh Water for the Power Station which would continue. The Chair clarified that 18 tonnes of water per hour was required to produce two tonnes of hydrogen. In response to a concern raised by Councillor Alan Dennison regarding a safety report for the development, the Public Speaker advised that safety was considered throughout the design process and that the Health and Safety Executive (HSE) had advised there were no safety concerns regarding the application. The Chair emphasised that the HSE did not advise on safety grounds against the granting of planning permission. Approval of the application was Moved by Councillor Brian Hall; Seconded by Councillor Danny Young There were no further questions for the Agent and the Committee debated the application. In response to a question from the Chair regarding the Habitat Regulations Assessment (HRA), the Planning Officer advised that the HRA had been drafted which concluded there was no impact on the Special Area of Conservation provided the planning conditions were met. In response to a question from Councillor Dennison regarding the feasibility to recycle water that was being put into the estuary rather than salt water, the Public Speaker advised that there was potential to review those sources in the future. The vote, undertaken by way of a roll-call, was carried. The votes were recorded as follows: For the Motion: Councillors Steve Alderman, Alistair Cameron, Mark Carter, John Cole, John Davies, Alan Dennison, Tim Evans, Brian Hall, Simon Hancock, Rhys Jordan, Tony Wilcox, Chris Williams, Michael Williams and Danny Young [14] There were no votes against and no abstentions. The application was presented for Committee consideration as it had been made by a close family member of an Officer of the Planning Service (Appendix 1 to Section 14 of the constitution) The Planning Officer presented the application to the Committee. The Committee was advised that due notification had been received from the following interested parties, who wished to exercise their right to address the Committee: • Gitti Coats - Applicant The Chair then invited the Public Speaker to address the Committee who advised Members that she was the Founder and Project Director for HaverHub, a community regeneration and cultural hub within the town. The Chair then invited any questions from Members to the Agent. Councillor John Cole emphasised the enhancement to the Old Post Office and raised concerns regarding parking in the area. The Public Speaker advised that there was a need to support local traders that required parking for a long time highlighting the safety issues of cars travelling up and down the area. She further noted that the removal of parking in the area would provide a considerable safety benefit. In response to a further question from Councillor Cole regarding the location of waste bines, the Applicant advised that the bins referred to belonged to other businesses. In response to a further concern from Councillor Cole regarding CCTV, the Applicant advised that CCTV was already in place and highlighted that the new proposal allows them to run separate events at the back and front of the building simultaneously. The Applicant advised that they had been in communication with the Local Authority since December for clarity on the car parking space as it was not officially owned by anyone and the car park lease did not include the access points. In response to a concern raised by Councillor Alan Dennison regarding the construction, the Applicant advised that they would be completing the works in phases and anticipated minimal disruption as the compound for the works was included in the footprint. In response to a suggestion from Councillor Mark Carter regarding the benefits from making the area permit only access to vehicles, the Applicant advised that access would be required for deliveries and emergencies and for accessibility for disabled patrons but the reduction in vehicles would be of benefit to the area. There were no further questions for the Agent and the Committee debated the application. Approval of the application was Moved by Councillor Dr Simon Hancock; Seconded by Councillor Tim Evans The Chair emphasised the distinct improvements demonstrated in the impressions and noted the remarkable work of the HaverHub in regenerating the town. He further highlighted utilising the river which had been under used for many years. Councillors Mark Carter and Tim Evans concurred with this noting that the river corridor had not be utilised to its full potential for a long time. The application was presented for Committee consideration as the Planning Delegation Panel agreed to its removal from the scheme of delegation following a request from the local Member as it was considered the application met the requirements of Criterion 2 of the Terms of Reference. The Planning Officer presented the application to the Committee. The Committee was advised that due notification had been received and that a statement was received from Councillor Andrew Edwards with the key points highlighted as follows: • This matter was requested to be brought before the Planning Committee due to concerns from residents to ensure transparency. • Constituents have voiced concerns on the narrowing of Cardigan Road to create additional parking spaces, creating a chicane effect. • The Planning Officer advised that the application had been proposed by the Highway Authority to accommodate junction improvements which resulted in the landowner losing a small amount of storage space. • The Planning Officer advised that any road narrowing would be within keeping of the existing chicane that exists slightly further up the road. • The Chief Planning Officer advised that, whilst the width of the Cardigan Road was narrowing it would remain within 4.8m, which was sufficient for two vehicles to pass. • In response to a concern raised by Councillor Mark Carter regarding the parking situation on the site, the Chief Planning Officer advised that there were not any marked out bays and the accommodation works had resulted in a loss of storage space to the landowner. The application was for a vertical racking system allowing vertical storage to create four marked parking bays. Councillor Dr Simon Hancock then Moved the approval of the application; Seconded by Councillor Tim Evans The Committee then debated the application. In response to a concern raised by Councillor John Cole regarding the height of the racking system, the Chief Planning Officer advised that the position of the racking was considered to be acceptable in planning terms. He further noted that he would expect the heaviest items to be stored at the bottom of the racking for safety. He further informed the Committee that the racking system appeared to be a portable, movable structure which technically did not need to be part of the application. In response to a question from Councillor Alan Dennison regarding the parking spaces, the Chief Planning Officer advised that there were double yellow lines currently on both sides of the application site and opposite the application site. The residential properties opposite the application site have driveways. He further advised that any on-street parking was not affected by the application. In response to a concern from Councillor Tim Evans regarding the application, the Chief Property Officer advised that the Authority had made the application for the accommodation works to improve the junction and to introduce a mini roundabout to improve traffic flow. At this point, Councillor Tim Evans withdrew his seconding of the application. The application was then seconded by Councillor John Cole. The vote, undertaken by way of a roll-call, was carried. The votes were recorded as follows: For the Motion: Councillors Steve Alderman, Alistair Cameron, Mark Carter, John Cole, John Davies, Tim Evans, Simon Hancock, Rhys Jordan, Tony Wilcox, Chris Williams, Michael Williams and Danny Young [11] Against the Motion: Councillors Alan Dennison and Brian Hall [2] Abstained: Councillor Rhys Jordan [1] RESOLVED That the application be APPROVED subject to the conditions outlined in Section 1.1 of the report.

The application was presented for Committee consideration as it involved a development that was contrary to the Development Plan but which was being recommended for approval (Appendix 1 to Section 14 of the Constitution). The Chief Planning Officer presented the application to the Committee with the following oral update advising that Councillor Viv Stoddart had originally written a letter of objection to the application regarding the lack of adequate parking spaces to serve the residents and visitors to the proposed development. However, having noted the comments by the Head of Infrastructure Highways, she was now content to defer to professional advice and withdrew her objection. She was fully supportive of the development which would aid the regeneration of Milford Haven Town Centre. The Committee was advised that due notification had been received from the following interested parties, who wished to exercise their right to address the Committee: • Tom Molyneux-Wright - Agent The Chair then invited the Public Speaker to address the Committee with the key points highlighted as follows: • Planning permission had been granted for 15 apartments approximately four years ago; however, that project did not progress. • The application was now for 24 affordable apartments, specifically designed for elderly residents. • It comprised of 21 one-bedroom apartments and three two-bedroom apartments. • Lift access was to all floors to ensure full accessibility and the apartments were designed to accommodate wheelchairs. • The Application included 10 parking spaces, three of which were designed for disabled parking which had been confirmed as sufficient by the Council’s Highways Officer due to the central location and proximity to public transport. • They were awaiting specifications on the height of refuse vehicles to confirm safe entry and egress. The Chair then invited any questions from Members to the Agent. In response to a question from Councillor Alan Dennison regarding the definition of an elderly person, the Agent advised that the Council defined that as a person over the age of 55.[SS1] In response to a further question from Councillor Dennison regarding parking, the Group Engineering Manager noted that 42% of the population in the County do not have access to a car and highlighted the proximity to public transport. Concerns were raised by the Chair on the lack of electric vehicle charging points, Councillor Tim Evans concurred with those concerns. The Agent advised that there were charging points for electric scooters but no electric vehicle charging points and highlighted that the fire risks would have to be checked. In response to a question from Councillor John Cole regarding the benefits of the PV system on the roof to the tenants, the Agent advised that the system would help heat the space and the water within the apartments and reduce energy bills directly to the tenants. Councillor Mark Carter sought clarification on the heating system and the Agent advised that the heating was a communal system and was included in the cost of rent. In response to a concern raised by Councillor Alan Dennison regarding the car park access and the steep gradient of the hill, the Agent advised that there were no plans to amend Barlow Street to include footpaths but that there was access via Charles Street with lift access to the undercroft. There were no further questions for the Agent and the Committee debated the application. Approval of the application was Moved by Councillor Alistair Cameron; Seconded by Councillor Mark Carter Councillor Carter highlighted that the development was taking place on a site that had been derelict for some time and outlined the benefits to the residents of the location and that it would be easier for carers as they would be able to visit various patients in one location. He further noted that the development could allow other properties to become available for families. In response to a concern from Councillor Alan Dennison regarding the current vacancy rate for shops in Charles Street, the Head of Planning advised that that information was not available to hand and committed to provide that information outside of the meeting. In response to a comment from the Chair regarding the vacant site, the Chief Planning Officer advised that the viability of erecting a building that would accommodate retail on the ground floor would be challenging. The vote, undertaken by way of a roll-call, was carried. The votes were recorded as follows: For the Motion: Councillors Steve Alderman, Alistair Cameron, Mark Carter, John Cole, John Davies, Tim Evans, Brian Hall, Simon Hancock, Rhys Jordan, Chris Williams and Danny Young [12] Abstention: Councillor Alan Dennison [1] There were no votes against. RESOLVED That the application be APPROVED subject to the conditions outlined in Section 1.1 of the report.
[Having previously declared a personal and prejudicial interest, Councillor Tim Evans left the meeting at this juncture.] The application was presented for Committee consideration as one of the Applicants was a close family member of a Member of the Council (Appendix 1 to Section 14 of the Constitution) The Planning Officer presented the application to the Committee. The Chair highlighted that the Chapel was within his electoral ward having been built in 1861. He noted the change from the original application where the windows were not now going to be changed and externally the appearance would remain authentic and unaltered. Councillor Dr Simon Hancock then Moved approval of the application; Seconded by Councillor John Cole. The Committee then debated the application. In response to a question from Councillor Cole regarding the amenity space at the rear of the property, the Chief Planning Officer advised that it was intended to be a shared area for both properties. In response to a concern from Councillor Mark Carter regarding the six month requirement, the Chief Planning Officer advised that a church fell within a particular youth class, D1 which was non-residential institutions, similar to daycare nurseries. Therefore, it was possible that the church could be purchased and used for a daycare nursery without the need to apply for planning permission. Policy GN.33 sought to protect community facilities such as churches but recognised that once a property had been marketed for a reasonable time period i.e. six months and there was no interest, then it became appropriate to let that community use cease. He further advised that the asking price of the property had been lowered during the six-month period and had been marketed on a series of property websites and that no other interest had been expressed. The vote, undertaken by way of a roll-call, was carried. The votes were recorded as follows: For the Motion: Councillors Steve Alderman, Alistair Cameron, Mark Carter, John Cole, John Davies, Alan Dennison, Brian Hall, Simon Hancock, Rhys Jordan, Chris Williams and Danny Young [11] There were no votes against and no abstentions. RESOLVED That the application be APPROVED subject to the conditions outlined in Section 1.1 of the report.
