RESOLVED That the report be noted.
The Committee considered a report by the Interim Head of Planning on the Rights of Way Improvement Plan. The Chair welcomed Councillor Rhys Sinnett, the relevant Cabinet Member with responsibility for Resident Services, the Interim Head of Planning, the Definitive Map Officer, the Highway Infrastructure Officer and the Head of Environment & Infrastructure who outlined the key points of the report and welcomed questions from Members. The Committee debated the contents of the report and the key points were highlighted as follows: Councillor Rhys Sinnett informed the Committee that he attended the Local Access Forum who discuss and policy and maintenance issues with rights of way. He praised the work of the officers who managed 150km of public footpaths. In response to a question from Councillor Alan Dennison on who owned what land, the Definitive Map Officer confirmed that most public rights of way were on private land. These public rights of way were legally classified as ‘highways’ so the Council legally had to maintain it. Regarding highway ownership, the Head of Environment & Infrastructure added that the Council only owned roads where they carried out highway improvements. Land had been purchased to add to roads and carryout highway improvements but on historical networks the land was normally owned by the landowners. Councillor Dennison noted the small budget for maintenance work. The Highway Infrastructure Officer stated that inflation increases had caused challenges with maintenance. More grant funding used to be available from Welsh Government and Natural Resources Wales to fund this work. The Access Grant Fund from Welsh Government was still available, however, the Highway Infrastructure Officer noted that this was not a lot of money. Councillor Pat Davies queried if the funding issue had created a backlog of work that needed to be done to clear public paths. In a previous annual survey, the Highway Infrastructure Officer highlighted that 73% of the Council’s public paths were open and accessible which was good compared to other Welsh authorities. Councillor Davies noted that paths would need to be open when visitors came to the Council and they were following paths listed in ordinance surveys. Councillor Michael Williams questioned what work was done with Pembrokeshire National Park (PNP) and whether footpaths were monitored for usage. Regarding working with PNP, the Highway Infrastructure Officer said that they were worked with to get the Access Grant funding as they had similar issues, i.e. with footbridges. There was a delegation of duties agreement between the Council and PNP which showed who was responsible for what in areas that bordered the Park. With regards to path usage monitoring, the Highway Infrastructure Officer stated that there was roughly 12 monitors which were moved around the county. However, if there was an improvement plan to be implemented, monitors would be installed before and after the plan to monitor the impact of carrying out the improvement work. The Head of Environment and Infrastructure added that an example of cooperation and path usage monitoring was at Coppett Hall in Saundersfoot as funding resources were pooled together for it and it was found that 500,000 people used the walkway there annually. Regarding work with the PNP, the Definitive Map Officer clarified that the Rights of Way Plan was a joint document done with the Park and his team were responsible for the definitive map which covered the whole of Pembrokeshire. If there was a maintenance dispute between the Council and the PNP then this would be sorted by his team. In response to a question from Councillor Huw Murphy on budget cuts, the Head of Environment and Infrastructure confirmed that he had not been made aware of any cuts and his last discussion with the Chief Executive was around the principal operating model review. However, cuts would be done as part of the agreed budget savings plan over a three year period. The Recommendation was Moved by Councillor Huw Murphy; Seconded by Councillor Alan Dennison. The votes, undertaken by way of a show of hands, were carried. RESOLVED That the report be noted.

RESOLVED That the updated Compliments, Concerns and Complaints Policy and the Managing Customer Contact Policy be endorsed and presented to Cabinet for approval
The Committee considered a report by the Audit, Risk & Information Services Manager on the Compliments, Concerns and Complaints Policy. The Chair welcomed Councillor Neil Prior, the relevant Cabinet Member with responsibility for Corporate Improvement & Communities and the Audit, Risk & Information Services Manager who outlined the key points of the report and welcomed questions from Members. The Committee debated the contents of the report and the key points were highlighted as follows: Councillor Davies noted that members often received complaints from their constituents. The Chair suggested that advocacy services be advertised so residents knew what services were available to help them e.g. Citizens Advice in case the Council. The Audit, Risk & Information Services Manager stated that it was important to note concerns in case it escalated into a complaint. The Corporate Complaints Team would signpost to advocacy services. Regarding complaint listing, the Audit, Risk & Information Services Manager confirmed that complaints that when to Members that were then resolved were not listed as official complaints. If a bin collection was missed once then this would be a service request, if there was a complaint about bin collections being continually missed then this would be a complaint. Reoccurring complaints from certain wards were being looked into to resolve any service failures. The Audit, Risk & Information Services Manager concluded that his team should be informed by Councillors when complaints are submitted to them. Councillor Prior suggested that this be introduced into the complaints policy. Councillor Williams praised the report and suggested that complaints be collated for the future. The Recommendation was Moved by Councillor Joshua Beynon; Seconded by Councillor Alan Dennison. The vote, undertaken by way of a roll-call, was carried. The votes were recorded as follows: For the Motion – Councillors Joshua Beynon, Alan Dennison, Michael Williams, Pat Davies, Bethan Price, Steve Yelland, Aled Thomas, Michele Wiggins, Jordan Ryan and Huw Murphy [10] There were no votes against or abstentions. The Committee considered a report by the Assistant Chief Executive on the Operational policy approach for responding to requests for flag flying and lighting up at County Hall. The Chair welcomed Councillor David Simpson, Cabinet Member with the responsibility for Corporate Matters and the Business Change Manager who outlined the key points of the report and welcomed questions from Members. The Committee debated the contents of the report and the key points were highlighted as follows: In May 2020, the Chair noted that he requested for County Hall to be lit up purple for ‘Black Lives Matter’ and he received death threats after. Therefore, it was important to have a none discriminatory policy for this. The Chair proposed the following Recommendation: “That a task and finish group be set up to determine a policy for flag raising and lighting up requests at County Hall. The findings of this group will be presented to the Policy & Pre-Decision Overview and Scrutiny Committee before being referred to Full Council in May 2024.” This was Seconded by Councillor Alan Dennison. Councillor Dennison concurred that there should be a cross-party working group of different aged members and suggested that the group look at ‘one off’ flag flying requests and annual flag flying requests. Regarding numbers, the Democratic Services and Scrutiny Officer suggested that five or six members of the committee be appointed to the group. Councillor Murphy stated that paying for ‘one off’ flags should not be the Council’s responsibility to pay for and should come at the cost of the requester. The vote, undertaken by way of a roll-call, was carried. The votes were recorded as follows: For the Motion – Councillors Joshua Beynon, Huw Murphy, Alan Dennison, Michael Williams, Pat Davies, Bethan Price, Steve Yelland, Aled Thomas, Michele Wiggins and Jordan Ryan [10] There were no votes against or abstentions.
