Cabinet considered a report by the Assistant Chief Executive which outlined an update on the South Quay project, and sought approval to award the Stage 2 Construction contract for the preferred option to Andrew Scott Ltd. Councillor Paul Miller, the Cabinet Member with responsibility for Place, the Region and Climate Change, introduced the report and outlined the history of the scheme, and stated that he was pleased to see the project moving forward. He highlighted the difficulties with the project, mainly due to the conditions of the buildings, as well as the site being adjacent to Pembroke Castle. He explained that the report set out the proposal to award the contracts, as the Authority was now in the position where a fixed price for the scheme had been offered. He then congratulated Officers for their work in securing an additional £2.5 million of funding from Welsh Government for the scheme. Councillor Miller stated his support and highlighted that it was a key scheme in regards to the Regeneration of the area, as well as the integrated Community Hwb for Pembroke. Councillor Paul Miller Moved the Recommendation; Seconded by Councillor Tessa Hodgson. Councillor Tessa Hodgson stated her support for the recommendation and welcomed the social care element of the development, which would help support young adults. She also welcomed the regeneration within Pembroke, as it was an important, historic town. The Leader also stated his support for the scheme and highlighted that it would be vital to the regeneration of Pembroke. He stated that the social care facility would also be an asset to Pembroke and Pembrokeshire as a whole. Councillor Miller then outlined what Cabinet was being asked to approve, and highlighted that if the most recent funding bids were unsuccessful, then a further report would be brought to Cabinet to determine how to progress. He also referred to the fixed price position of the contract, and that it could be expected that this contract would deliver the project, subject to any exception events within the confines of the budget that had been set up. The Leader highlighted the Integration and Rebalancing Capital Fund funding and stated that if it was approved, it would secure an extra £6.5 million to offset the project costs, which would reduce the Authority’s requirement by around £700,000. The vote was taken by a roll call and was carried. For the Motion: Councillors Jon Harvey, Paul Miller, Michelle Bateman, Tessa Hodgson, Neil Prior, Rhys Sinnett, Jacob Williams and Guy Woodham [8] There were no votes against or abstentions. (b) That subject to approval by Cabinet and subsequently by Council, the fourth edition of the Delivery Agreement be submitted to Welsh Government for endorsement.
Cabinet considered a report by the Head of Planning which outlined a fourth edition of the Delivery Agreement for the Council’s replacement Local Development Plan, LDP 2. Councillor Jacob Williams, the Cabinet Member with responsibility for Planning and Regulatory Services, introduced the report and highlighted the background of the LDP, as outlined in the report, and highlighted that plan adoption was anticipated in May 2026. Councillor Williams then referred to the Recommendation and suggested that the word ‘recommends’ be used, rather than ‘approves’. The Head of Planning suggested that the fourth edition of the Delivery Agreement be endorsed by Cabinet, as final approval could only be from Welsh Government. Councillor Williams then Moved an Amendment, as follows: (a) That the matter is presented for further consideration by Full Council at its 11th of July 2024 meeting and that, subject to approval by Cabinet and subsequently by Council, the fourth edition of the delivery agreement be submitted to Welsh Government, who must also endorse its content. The Head of Planning confirmed that this was an appropriate amendment. The Head of Law and Governance then suggested the following wording, with point (b) to remain the same: (a) That Cabinet recommends the fourth edition of the Delivery Agreement for the Council's replacement Local Development Plan to Council, for consideration at its 11 July 2024 meeting. Councillor Paul Miller sought clarification as to whether Officers were confident in regards to meeting the outlined timescales within this version of the Plan. He also commented that a replacement LDP was long overdue. In response, the Head of Planning confirmed that Officers within the team had every confidence that the deadlines would be met, as set out in the revised delivery agreement. She explained that the Deposit Plan was on track to be presented to Cabinet at its next meeting, and that Members’ seminars had been arranged for the beginning of June for discussion of the Plan. She also highlighted the constraints and challenges being faced, particularly in regards to the composition of the team, but stated that external consultants had been engaged to ensure the preparation of the Plan was kept on track. Councillor Williams then referred to an appeal decision taken in regards to the phosphates issue in Pembrokeshire, and suggested that it was a positive sign. Councillor Miller sought clarification in regards to the reopening of the deposit phase. He also asked whether a session could be held to discuss the LDP. Councillor Williams confirmed that he would be happy to hold a seminar on the LDP. In response to Councillor Miller’s question, the Head of Planning stated that the Deposit Plan would be out for consultation in Autumn 2024, which would allow members of the public to make representation or comment on existing proposals. Councillor Miller stated that he was pleased that there was a further opportunity for proposals to be put forward at this stage of the process. The Leader reiterated the fact that two seminars had already been organised for early June on the LDP. The Development Plans Manager commented on the phosphates issues, as referred to by Councillor Williams, and believed that progress was being made, particularly in relation to the way the issue impacted the Planning system. RESOLVED That the public be excluded from the meeting in accordance with Section 100A(4) of the Local Government Act 1972 as Appendices A, B and C involve the likely disclosure of exempt information as defined in Paragraph 14 of Part 4 of Schedule 12A to the Act; and that the public interest in maintaining the exemption outweighs the public interest in disclosing the information. The webcast was paused at this juncture. Having convened in private session in accordance with Paragraph 14 of Part 4 of Schedule 12A to the Local Government Act 1972, Cabinet considered Appendices A, B and C. The webcast was then resumed. RESOLVED That a lease of Haverfordwest Airport be negotiated and completed to an existing stakeholder and established Aviation Company under the delegated authority of the Assistant Chief Executive, with relevant input from Officers in Property, Legal and Finance.
Cabinet considered a report by the Assistant Chief Executive which recommended the lease of Haverfordwest Airport being negotiated and completed to an existing stakeholder and established Aviation Company. Councillor Paul Miller, the Cabinet Member with responsibility for Place, the Region and Climate Change, introduced the report and stated that he was keen to retain the asset of the airport for the County. He highlighted that he had worked with Officers and the Assistant Chief Executive to discuss a way forward for the airport, to avoid the Authority maintaining and managing the airport, which had resulted in a potential lease agreement. He hoped that if the negotiations were successful, it would result in a maintained airport in Haverfordwest, whilst eliminating the subsidy from the Council. Councillor Paul Miller Moved the Recommendation. The Chief Property Officer wished to correct a statement in the report and explained that the Authority owned the majority of the asset rather than the entire asset, as there was a section of the airport that was owned by the Agricultural Society, which was then leased back to the Authority for use as an airport, and leased back to the Agricultural Society for their County Show for a few weeks a year. Councillor Neil Prior stated his support for the recommendation and was pleased to see that work was progressing on the matter. The Recommendation was Seconded by Councillor Neil Prior. Councillor Tessa Hodgson referred to the cost of replacing the runway lights and the fuel storage tanks, and sought clarification as to who would be financially responsible for such maintenance. In response, Councillor Miller explained that the costs would not be the responsibility of the Authority, but stated that he saw an ongoing partnership where the Authority could help and support the leaseholder with such aspects, in regards to external funding for certain costs. He also stated that the lease would take effect with the airport as it was currently. The Chief Property Officer confirmed that the airport would be handed over in its current condition, and explained that some negotiation would need to be undertaken in regards to the lease wording relating to any repairs on the airport, and who would be the responsible party. Councillor Michelle Bateman sought clarification as to whether the lease could have any major impact on the County Show and its future. In response, Councillor Miller explained that it was a requirement to maintain the Category 2 Licence as an airport. He also stated that he was a big supporter of the Agricultural Society and the County Show, and that discussions had taken place in regards to how the lease might impact that, as well as how the Authority could work with the potential lease holder to ensure that the impact was minimised. He highlighted that no outcome had yet been reached in regards to such discussions, but assured Members that the issue was central to the Officers working on the matter. The Chief Property Officer confirmed that the Agricultural Society did have leases in place that enabled the running of the show, and highlighted that this would not change. Councillor Jacob Williams hoped that the negotiations would ensure that the County Show would not be affected, and suggested that the Authority could not afford to lose the farming community. He believed that it was important that that aspect was unaffected by the potential lease. Councillor Miller stated that it was priority to ensure that the two uses could co-exist, and highlighted that Officers were hoping to ensure a smooth transition through ongoing discussions. Councillor Rhys Sinnett supported the current users of the land to continue doing so, but commented that it was important to carry out the leasing of the airport, particularly in regards to the ongoing cost pressures being faced by the Authority. The Leader stated his support for the lease and hoped that it would provide the cost savings for the Authority that were required. Cabinet then considered excluding the public from the meeting to consider the exempt Appendices. Councillor Paul Miller Moved the exclusion of the public; Seconded by the Leader. The vote was taken by a roll call and was carried. The votes were recorded as follows: For the Motion: Councillors Jon Harvey, Paul Miller, Michelle Bateman, Tessa Hodgson, Neil Prior, Rhys Sinnett, Jacob Williams and Guy Woodham [8] There were no votes against or abstentions. The webcast was then resumed. Councillor Michelle Bateman Moved the Recommendation as outlined in the report, with the inclusion of the following in regards to (a): That sites 3, 4 and 10 (in the order they appear in Appendix B, outlined during the Private Session of the meeting as defined in Paragraph 14, Part 4, of Schedule 12A to the Local Government Act 1972) be put forward within the LDP 2 Deposit Plan 2 as proposed allocations for Gypsy and Traveller Accommodation. Seconded by Councillor Jacob Williams. RESOLVED That, subject to further consideration at Cabinet and Council later this year, the following be agreed as a basis to both allow the Local Development Plan 2 (LDP 2) Deposit Plan 2 to be progressed, and more generally to provide a foundation to address the unmet need identified by the Gypsy and Traveller Accommodation Assessment: (a) That sites 3, 4 and 10 (in the order they appear in Appendix B, outlined during the Private Session of the meeting as defined in Paragraph 14, Part 4, of Schedule 12A to the Local Government Act 1972) be put forward within the LDP 2 Deposit Plan 2 as proposed allocations for Gypsy and Traveller Accommodation; and (b) Agree that financial provision is made in the Capital Programme for 2024/25 onwards to facilitate any necessary site acquisition costs (where land is not already in Council ownership), site investigation report(s), where it is possible that the site(s) are contaminated, site remediation works, where contamination is found and other related survey and investigation work required for the site(s) put forward.
Cabinet considered a report by the Director of Social Care and Housing which outlinedan assessment and evaluation of sites identified for the potential provision of additional Gypsy and Traveller Accommodation in Pembrokeshire. Councillor Michelle Bateman, the Cabinet Member with responsibility for Housing, introduced the report and stated that it dealt with sites identified as potential for inclusion in the Local Development Plan (LDP) 2, for the provision of Gypsy and Traveller accommodation. She highlighted that the Authority was required to assess the accommodation needs of the Gypsy Traveller families, and allocate sites to meet their needs accordingly. Cabinet then considered excluding the public from the meeting to consider the exempt Appendices. Councillor Michelle Bateman Moved the exclusion of the public. Councillor Jacob Williams provided some background on the matter and suggested that it was an issue that would continue to exist in the longer term, compared to the Authority’s Local Development Plan and future Plans. He believed that the impact on future administrations also needed to be considered when dealing with this matter, and stated that it was a long running policy problem for the Authority. The Leader highlighted that the Authority had received a Category A objection from the Planning Division of Welsh Government in relation to the Gypsy and Traveller site provision in the LDP. He explained that there was a requirement to provide Gypsy and Traveller sites within the LDP, otherwise the objection from Welsh Government would remain and the LDP would not progress, therefore it was a very important subject area for discussion. The exclusion of the public was Seconded by the Leader.
