Cabinet considered a report by the Head of Infrastructure and Environment which outlined changes in trade waste service delivery and associated fees and charges, to comply with the statutory duties placed on the Authority, following the change in legislation regarding recycling in workplaces as of 6 April 2024. Councillor Rhys Sinnett, the Cabinet Member with responsibility for Residents’ Services, introduced the report and referred to the changes to the policy by the Welsh Government, due to come into force from 1 April 2024. He explained that the new regulations in terms of legislation, required all workplaces to present specified recyclable materials for collection separately from each other and separate from residual waste. He then outlined the preferred option to be Option 4, as highlighted in the report. Councillor Rhys Sinnett Moved the Recommendation; Seconded by Councillor Alec Cormack. Councillor Alec Cormack stated his support for Option 4, particularly the idea of targeted promotion of the service in order for a minimum volume to be met, to ensure that the economic costs for the Authority were recovered. Councillor Sinnett highlighted that the modelling undertaken by the team was based on data gathered over a few years, and factored in the capacity for growth as a result of the implemented changes. The Chief Officer for Environmental Services explained that it was a chargeable service, but that it was based on a cost recovery perspective, therefore profit could be made. She highlighted that the fees and charges had been based on a full cost recovery perspective, and would be kept under review annually. In regards to Option E as outlined in the Recommendation, she highlighted that this option was the most efficient means of running the service, with the least number of vehicles, from a long-term perspective. She highlighted that if additional requests were added, there was sufficient capacity within the service to handle such requests. Cabinet then considered excluding the public from the meeting for this item of business in accordance with Section 100A (4) of the Local Government Act 1972, as Appendix C to the report involved the likely disclosure of exempt information, as defined in Paragraph 14 of Part 4 of Schedule 12A to the Act; and that the public interest in maintaining the exemption outweighs the public interest in disclosing the information. The Leader Moved the Recommendation; Seconded by Councillor Jon Harvey. The vote, undertaken by way of a show of hands, was carried. RESOLVED (a) That the Provisional Local Government Settlement for 2024-25 and its effect on the projected funding gap for 2024-25, be noted. (b) That a consultation response from the Council, be returned to Welsh Government by 31 January 2024. [Councillor Rhys Sinnett left the meeting at this juncture.]
Cabinet considered a report by the Director of Resources which outlined the Provisional Local Government Settlement for 2024-25. Councillor Alec Cormack, the Cabinet Member with responsibility for Corporate Finance, introduced the report and stated that the Provisional Local Government settlement for 2024-25 was announced on 20 December 2023 by the Welsh Government, said to be an overall increase of 3.1% for Wales as a whole, as per their indicative information a year ago. However, the increase for Pembrokeshire was less at 2.5%, an extra £5.372 million, when adjusted for the 2024-25 tax base. Councillor Cormack highlighted that Pembrokeshire’s 2.5% increase ranked 16th out of the 22 Welsh Local Authorities, and stated that the Authority was due to make very difficult choices in order to balance the budget, and that it seemed likely to continue throughout the four year Medium Term Financial Plan period. Councillor Cormack referred to grant information which would be further updated for the Final Settlement, to be announced on 27 February 2024. He stated that the options for bridging the projected funding gap of £28.4 million, were council tax increases, budget savings, targeted use of council tax premiums, and the prudent use of reserves. Councillor Alec Cormack Moved the Recommendation; Seconded by Councillor Jon Harvey. Councillor Jon Harvey sought clarification in regards to what was causing the significant funding gap and how a balanced budget would be achieved. In response, Councillor Cormack stated that central funding for Local Government was in decline and referred to the increasing percentage of the net revenue budget paid from Council Tax, whilst the Aggregate External Funding (AEF) from Welsh Government was decreasing. He stated that the Authority would aim to limit the increase of Council Tax from 1 April 2024, but the funding gap would result in a significant increase in Council Tax, which could not be avoided. Councillor Michelle Bateman referred to the Education grants outlined on page 189 of the Agenda Pack, and sought clarification in relation to the grants allocated to the Authority, as well as consolidated grants. In response, Councillor Cormack explained that there was an intention from the Welsh Government to honour the 3.1% indicative level of headline growth of the AEF, but highlighted concern around some grants being cut back, resulting in Local Authorities not receiving as much money as in previous years. The Director of Education stated that the consolidation of the grants into four work streams related to the workload for schools. In regards to the reduction in grants to Education, it was anticipated that there would be further reductions, but highlighted that the indicative amounts, in regards to what the reductions would be, had not yet been received. Councillor Rhys Sinnett stated that the reduction in Education grants was disappointing. He sought clarification as to whether a robust response to the outlined decisions would be submitted to Welsh Government, and questioned whether support from the Welsh Local Government Association (WLGA) would be available. In response, Councillor Cormack stated that a draft response would be circulated to colleagues before being submitted to Welsh Government. He also stated that whilst the WLGA could make representations on the Authority’s behalf, an extended period of reduced Local Government finance should be expected, and that necessary steps needed to be taken in order to balance income and expenditure. The Leader raised concern around inflation rates, as well as increased demand within services, such as Adult and Children’s services. Councillor Tessa Hodgson also raised concern around the increased demand within Adult and Children’s services, especially in regards to an increase in the complexity and the numbers of cases involving children and young people. The Director of Resources then highlighted that even though all Authorities were facing the same challenge, there was an additional challenge in Pembrokeshire in that the County’s council tax band level was the lowest in Wales, which resulted in a larger funding gap. He explained that Welsh Government assumed that all Local Authorities generated council tax funding at an average level, therefore with Pembrokeshire being the furthest away from the average, council tax needed to be raised in order to create a sustainable financial position for the future. Councillor Guy Woodham referred to the budget pressures being faced within Education and stated that, with all departmental budgets, the core central budget had been reduced as much as possible, and the Department was trying their best to identify further savings. He also raised concern around the funding pressures, potentially resulting in the inability to sustain the improvement of educational outcomes. Councillor Cormack highlighted that Members needed to recognise that many of the most vulnerable in the County relied on Council services, and that it would be for individual Councillors to form a view on the best balances between cuts to services and increases to council tax. The vote, undertaken by way of a roll call, was carried. The votes were recorded as follows: For the Motion: Councillors David Simpson, Michelle Bateman, Alec Cormack, Jon Harvey, Tessa Hodgson, Neil Prior, Rhys Sinnett and Guy Woodham [8] There were no votes against or abstentions.

Cabinet considered a report by the Director of Social Services and Housing which outlined the transition of Day Opportunities, for older adults and adults with a learning disability, from Portfield Social Activity Centre (SAC) and Avenue SAC to alternative venues. Councillor Tessa Hodgson, the Cabinet Member with responsibility for Social Care and Safeguarding, introduced the report and stated that the transition, if approved, would take place on 1 April 2024. She highlighted that due to health and safety concerns caused by the condition of the buildings at Portfield and the Avenue, Meadow Park Day Centre in Prendergast in Haverfordwest and Lee Davies Day Centre in Narberth would be the new sites, with both venues being used as alternative sites since August 2023. Councillor Hodgson then outlined the importance of the Day Service provision, which was a key part of the Authority’s Prevention Strategy. In addition, she highlighted that the service had also commenced a Day Services opportunities framework, which would be instrumental in providing services in an innovative and interactive way during 2024-25. She also referred to a summary in Appendix 1 to the report, which outlined the extensive consultation undertaken with people who use the Day Services, their families, staff and health and third sector partners. Councillor Tessa Hodgson Moved the Recommendation; Seconded by Councillor Alec Cormack. Councillor Jon Harvey sought clarification as to whether there was a transportation plan in place for people who did not have a car or easy access to public transport, particularly for those in Tenby. In response, the Head of Adult Care explained that transport would be available for those individuals, and highlighted that feedback from those individuals had been extremely positive regarding the transition. Councillor Guy Woodham stated that the transition involved vulnerable people and would be a significant change for them. He sought clarification as to how the change would be carried out to maximise the benefit for them, whilst also being conscious of the transition being a difficult change for some. In response, Councillor Hodgson stated that due to the health and safety concerns at the original buildings, people were said to already be attending the alternative venues. She referred to the independent consultancy, Peopletoo, who undertook the consultation and highlighted the care and time that was taken to ensure that people’s voices were heard. She stated that she was comfortable with how the decisions had come about. The Head of Adult Care highlighted that service users were given personal preference in regards to which venues they wished to attend, and highlighted that the service user and family voice had been pivotal to all decisions made. The vote, undertaken by way of a roll call, was carried. The votes were recorded as follows: For the Motion: Councillors David Simpson, Michelle Bateman, Alec Cormack, Jon Harvey, Tessa Hodgson, Neil Prior and Guy Woodham [7] There were no votes against or abstentions.
