Cabinet considered a report by the Director of Community Services which provided an update on the decision by UK and Welsh Governments to approve the application for the Celtic Freeport. Councillor Paul Miller, the Cabinet Member with responsibility for Place, the Region and Climate Change, introduced the report and stated that the Freeport would bring various incentives which were in keeping with the Council’s plans for renewable energy around the Haven. Councillor Paul Miller Moved the Recommendations. The Director of Community Services then summarised developments of the project since the Government announcement and ministerial letter which confirmed that the Freeport Bid Submission had been successful. He then introduced Mr David Gwynne from Eurus Consulting, who provided a detailed plan of next steps for the project. Mr Gwynne explained the bid process and opportunities the Freeport would provide, the Outline and Full Business Cases, as well as the legal matters that needed to be completed in order to proceed. Councillor Guy Woodham sought clarification in regards to the timeline of the Outline and Full Business Cases and when Pembrokeshire would start to see the benefits of the Freeport. In response, Mr Gwynne stated that benefits were be accrued in two phases, the first being when the tax sites were legally designated, the second being when the Full Business Case was approved. Councillor Miller stated that there was increased interest in the Haven as an investment area since the approval of the Freeport and emphasised the need to establish a baseline business rate with the Government as soon as possible. The Recommendation was Seconded by Councillor Jon Harvey. Councillor Jon Harvey congratulated Councillor Miller and the team for their work. He then mentioned securing local benefits as a result of the Freeport in termsof job creation, environmental benefits and other benefits that occurred with significant investment. Councillor Harvey sought clarification in regards to how the pooling mechanism between the two lead Councils would function. In response, Councillor Miller stated that work was ongoing in regards to such mechanisms, however, the distribution of retained business rates would be a decision retained by the Local Authorities. He also stated that the investment of those retained business rates was not limited to investment within the Freeport tax sites, as it was about wider economic benefit. Councillor Rhys Sinnett highlighted the need for Member oversight and accountability. In response, Councillor Miller stated that it was about finding the right mechanism to suit all. He mentioned that work regarding how scrutiny could be exercised over the Freeport Company was being discussed, but assured that Members would have a role in scrutinising the activity and output of the Company. The Chief Executive highlighted that the Director of the Freeport would be responsible for running the company, but stated that reports would be brought to Cabinet and Councillors periodically to review how the company was operating. Mr Gwynne highlighted that the next steps of the project was to establish the governance arrangements and that an appropriate mechanism needed to be established over the next 6-8 weeks, and stated that it was important to get the structure right. Councillor Sinnett then sought assurance that work around the governance arrangements was part of the Outline Business Case and that Members would be involved. The Chief Executive then confirmed that this would be the case and a report would be brought to Cabinet to review the arrangements, and a Members seminar would also be organised to discuss. The vote, undertaken by way of a roll call, was carried. The votes were recorded as follows: For the Motion: Councillors David Simpson, Paul Miller, Michelle Bateman, Jon Harvey, Rhys Sinnett and Guy Woodham [6] There were no votes against or abstentions.
