The Committee considered the draft Standards Committee Annual Report by the Deputy Monitoring Officer noting that this was the first Annual Report and was for discussion. Mr Paul Richardson thanked the Deputy Monitoring Officer for the comprehensive report noting that it was better than expected for a first draft. The Committee then debated the contents of the report and key points were highlighted as follows: · That a summary of each dispensation request together with the decision and a brief rationale be included to provide clarity. · That attendance in person or remote be noted. · That information provided by Group Leaders be confirmed prior to inputting into the report. · That the Councillor attendance at training be noted as a percentage, the Monitoring Officer did advise that this would not be able to be broken down into Political Groups due to the limited Members in some groups. This would be a similar issue with Town and Community Councillors under GDPR. · That County Councillors be encouraged to fully debate the report in full Council. The Monitoring Officer advised that the week of Full Council was Ethical Standards week and invited Members of the Committee to attend County Hall to promote this. In response to a comment from Mr Nick Watt regarding presenting the report to full Council, the Chair agreed to attend and present the report on behalf of the Standards Committee. Moved by Mr Nick Watt; Seconded by Community Councillor David Edwards The vote, undertaken by way of a show of hands, was carried.
