[Having previously declared a personal and prejudicial interest in this item of business, Councillor Aaron Carey withdrew from the meeting. During consideration of this item, Councillor Alistair Cameron declared a personal interest by virtue of being the Council’s Champion for People with Learning Disabilities.] This application was reported to the 3 October 2023 Committee meeting, where a decision was deferred due to the meeting becoming inquorate. The Committee was advised that due notification had been received from the following interested parties who wished to exercise their right to address the Committee: · Town and Community Council Representative – Councillor Linda Asman, Pembroke Town Council · Agent – Mr Richard Bowen · Objector – Mr Peter Thomas, Chair of Pembroke Civic Trust · Local Member – Councillor Jonathan Grimes Following Councillor’s Asman’s address, Councillor John Cole sought clarification on whether the Applicant, Pembrokeshire County Council, had involved the Town Council in the beginning of the planning application process, to which Councillor Asman admitted the Town Council had been consulted, however, did not provide any input on the plans. Referring to the additional resources to social services and adult learning that the application proposed to provide, Councillor Mark Carter asked the Agent to elaborate on access to and the use of the building by people with mobility disabilities. Mr Bowen confirmed the building was fully compliant with current building regulations in terms of disabled access and was assessed as part of the intrinsic design and development process. In response to the concerns expressed by Mr Thomas, on behalf of Pembroke Civic Trust, regarding the proposed modern development in a designated Conservation Area, Councillor Tony Wilcox enquired whether the Civic Trust had raised these issues with Cadw, which had not objected to the application. While the Trust had been in contact with Cadw, Mr Thomas revealed disappointment with the response he had received. The Committee proceeded to discuss the application and the key points were noted as follows: • Councillor Brian Hall drew attention to the lack of public consultation and claimed he could not understand why the Town Council and the general public had not had more of an input at the design stage. • In connection with the design, Councillor Mark Carter agreed with representations made by objectors regarding the different levels and colour scheme for the proposed building. • Councillor John Cole informed the Committee that he shared the concerns and reservations of Councillor Carter that the design of the proposed development was not in character with the area in terms of heights and the materials to be used. He, and Councillor Anji Tinley, also highlighted the lack of public consultation. • The Head of Planning reminded Members that as this was a major planning application, there was a need for the Applicant to carry out a Pre-Application Consultation (PAC), which was undertaken in this application with the community and with the Town Council. Feedback received was provided within the PAC report submitted as part of the application. A detailed response had been received from the Applicant, demonstrating how views were taken into account. • Councillor Tim Evans, making reference to Haverfordwest’s Ocky White development where a change from glass to wood was required after the planning decision, asked whether the building materials to be used in this proposal could be similarly changed. The Head of Planning explained that any planning application would have to be built in accordance with the approved plans unless the Applicant came back with an amendment. Councillor Brian Hall Moved the recommendation for approval; Seconded by Councillor Tony Wilcox. The Committee proceeded to the vote, undertaken by way of a roll-call, which was carried. The votes were recorded as follows: For the Motion: Councillors Alistair Cameron, Tim Evans, Brian Hall, Jordan Ryan, Tony Wilcox and Jacob Williams [6] Against the Motion: Councillors Jamie Adams, Mark Carter, John Cole,Rhys Jordan, Anji Tinley and Iwan Ward [6] Abstain: Councillor Nicola Gwynn [1] With the vote being tied, the Chair exercised his second or casting vote and approved the recommendation. RESOLVED That delegated power be granted to the Head of Planning to APPROVE the application following resolution of matters relating to ecology, receipt of satisfactory amended plans in respect of those detailed design matters referenced at paragraph 6.2 and subject to the conditions in the report.

RESOLVED That the application be APPROVED, subject to the conditions outlined in Section 1.1 of the report of the Head of Planning Service.
[Having previously declared a personal and prejudicial interest in this item of business, Councillor Rhys Jordan withdrew from the meeting. During consideration of this item, Councillor Tim Evans declared a personal interest by virtue of attending meetings as an Elected Member of one of the Haverfordwest Wards.] This application was reported to the 3 October 2023 Committee meeting, where a decision was deferred due to the meeting becoming inquorate. The Development Manager - Major Projects & Planning Obligations, presented the application for Committee consideration as it was identified as a Committee item on the weekly list of applications received. The application raised matters, including in relation to the historic environment that warranted Committee consideration. The Committee was advised that due notification had been received from the following interested parties who wished to exercise their right to address the Committee: · Agent – Mr George Lance In response to Mr Lance’s address, the Chair raised concerns in relation to the proposed design of the new footbridge, firstly whether the structural features would be of sufficient size for people to attach padlocks to the bridge. Mr Lance contended that the use of geometric shapesin the design would be large enough to prevent padlocks being affixed to the bridge. Secondly, as the footbridge had been designed in a manner that it would curve over the Western Cleddau, the Chair considered the design to have been ‘compromised’ because it would force pedestrians coming from the direction of the Library to turn right exiting the bridge instead of left to the Riverside Shopping Centre. While recognising the Chair’s concerns regarding the representation of the bridge given in the artist’s impression, Mr Lance explained the design was the outcome of a difficult balance to accommodate the loss of flood storage area, to allow the free flow of pedestrian movement in all directions and not to adversely impact the levels on both sides of the bridge. Councillor Mark Carter, making reference to the narrow width of the existing footbridge that was in need of repair mentioned in the Agent’s presentation, queried whether the Council would be under an obligation to widen it if planning permission was refused, to which Mr Lance responded it would be a matter for the Authority. The Committee proceeded to deliberate on the application. • Councillor John Cole felt the proposed footbridge would have a detrimental impact on the shopping area of Haverfordwest because it would split up visits to the town. • Councillor Brian Hall sought further clarification on the condition of the existing footbridge, to which the Group Engineering Manager, confirmed the bridge, while still safe to use, would need major repairs in the next few years. • Councillor Jamie Adams welcomed the incorporation of the former foundry building and the enhancement of open public space at Western Quayside as part of the application, however, stated he could not support the footbridge. The Chief Planning Officer advised that the bridge formed an intertwined part of the overall scheme and could not be separated by the Committee making a split decision. Councillor Brian Hall Moved the recommendation for approval; Seconded by Councillor Tony Wilcox. The Committee proceeded to the vote, undertaken by way of a roll-call, which was carried. The votes were recorded as follows: For the Motion: Councillors Alistair Cameron, Aaron Carey, Mark Carter, John Cole, Tim Evans, Nicola Gwynn, Brian Hall, Jordan Ryan, Anji Tinley and Tony Wilcox [10] Against the Motion: Councillors Jamie Adams, Iwan Wardand Jacob Williams [3] There were no abstentions. RESOLVED That the application be APPROVED, subject to the conditions outlined in Section 1.1 of the report of the Head of Planning Service.
The meeting adjourned at 11:35am for a short comfort break and reconvened at 11:47am.

RESOLVED That the application be APPROVED, subject to the conditions outlined in Section 1.1 of the report of the Head of Planning Service.
[Councillor Mark Carter reiterated his declaration of a personal interest during consideration of this item of business.] This application was reported to the 3 October 2023 Committee meeting, where a decision was deferred due to the meeting becoming inquorate. The Planning Officer presented the application for Committee consideration as it included development contrary to the Local Development Plan but was being recommended for approval (Paragraph 1(n) of the Scheme of Delegation). Following the officer’s address, Councillor Brian Hall Moved the recommendation for approval; Seconded by Councillor Mark Carter. Both Councillors Carter and Tim Evans expressed their support for the application, stating that it would bring an empty property back into use on the town’s High Street and provide much-needed residential accommodation as well as a café on the ground floor. The Committee proceeded to the vote, undertaken by way of a roll-call, which was carried. The votes were recorded as follows: For the Motion: Councillors Jamie Adams, Alistair Cameron, Aaron Carey, Mark Carter, John Cole, Tim Evans, Nicola Gwynn, Brian Hall, Rhys Jordan, Jordan Ryan, Anji Tinley, Iwan Ward, Tony Wilcox and Jacob Williams [14] There were no votes against or abstentions. RESOLVED a) That the Committee was minded to APPROVE the application due to the economic benefit it would bring, contrary to Officers recommendation of refusal. b) This application will now be reported to Council for final determination and will be subject to the conditions outlined in Section 4.4 of the report of the Head of the Planning Service and the additional condition referred to in the oral update.
This application was reported to the 3 October 2023 Committee meeting, where a decision was deferred as Members were minded to approve the application, contrary to the policies of the Local Development Plan. The Planning Officer, Claire Jenkins, provided an oral update stating that since publication of the Committee report, the recommendation relating to the planning condition in paragraph 4.4 regarding the total number of proposed operating days of 61, be amended to include the requirement of a register of the number of market days to be kept and made available for inspection. The Committee was advised that due notification had been received from the following interested party who wished to exercise his right to address the Committee: · Applicant – Mr Andrew Evans Following Mr Evans’ address, Local Member, Councillor Rhys Jordan, reiterated his support for the application and moved that it be approved contrary to the recommendation, due to the economic benefits outweighing the policy conflicts; Seconded by Councillor Brian Hall. Councillor Alistair Cameron requested clarification on how a condition imposing the sale of local crafts goods on a planning permission might be enforced. The Head of Planning admitted such a condition would be difficult to enforce because the terms ‘craft’ and ‘local’ were not defined in planning legislation and guidance. In answer to Councillor Cameron’s second question about the impact of the proposed development on Tenby, the Head of Planning advised that the Retail Impact Assessment confirmed the proposal would have a 1% impact on the town over the next five years. While planning policy makes clear proposed developments should not negatively impact town centres, the Head of Planning explained this proposal would have ‘a very limited impact on Tenby’ given that it would be operating 61 days a year. Councillor Rhys Jordan Moved the application be approved; Seconded by Councillor Brian Hall. The Committee proceeded to the vote, undertaken by way of a roll-call, which was carried. The votes were recorded as follows: For the Motion: Councillors Jamie Adams, Aaron Carey, Mark Carter, John Cole, Tim Evans, Nicola Gwynn, Brian Hall, Rhys Jordan, Jordan Ryan, Anji Tinley, Iwan Ward, Tony Wilcox and Jacob Williams [13] Against the Motion: Councillor Alistair Cameron [1] There were no abstentions.

RESOLVED That the application be REFUSED for the reasons put forward in the report and in the oral update given during the Committee meeting.
This application was presented for Committee consideration as an application for a tourism development with an area of over 0.5 hectares (Paragraph 1(g) of the Scheme of Delegation). The Senior Planning Officer, Ceri Jones, provided an oral update stating that since publication of the Committee report, a consultation response had been received from Natural Resources Wales (NRW), advising of significant concerns in relation to inadequate information on flood risk and ecology. The response specified that in order to overcome these concerns, the Applicant was required to provide further information in respect of flood risk and the impact of the development on protected species. As regards to flood risk, no Flood Consequences Assessment (FCA) had been submitted and, therefore, NRW was unable to advise of the consequences of a flooding event. The Officer’s view was that the recommendation warranted the inclusion of additional reasons for refusal due to the absence of the FCA and inadequate information provided in relation to the disposal of surface water. The Committee proceeded to discuss the application and the key points were noted as follows: · Local member and Chair of Camrose Community Council, Councillor Jamie Adams explained that the application had been supported by the Community Council, subject to pollution concerns being addressed. He was disappointed to note that the matter had reached the Committee without those concerns being met. · Councillor Jamie Adams Moved the recommendation for refusal; Seconded by Councillor Brian Hall. RESOLVED That the application be REFUSED for the reasons put forward in the report and in the oral update given during the Committee meeting.
