RESOLVED That the application be APPROVED.
This application was presented for Committee consideration as it involved the removal of condition 3 (scheme for the provision of affordable housing). It was deferred at the 25 April 2023 Committee for additional information to be provided and further communication between the District Valuers Officer, the Applicant and Officers The Committee was advised that, following an assessment of development viability, Condition 3 could be removed as two adjacent commercial units were occupied and, considering the negative value, the conclusion of the District Valuers Office did not support any affordable housing. The Committee were advised that due notification had been received from the following interested parties who wished to exercise their right to address the Committee: · Applicant – Mr Charles Salmon Mr Salmon presented the project to the Committee noting that Phase 3 of the project was the construction of eight town houses. The library had been built as part of the land purchase at no cost to the community and was not the same cost as providing two Affordable homes due to the increase in costs to approximately £320k. In response to Mr Salmons address, Councillor Alistair Cameron questioned why the viability assessments had only taken place during the project and not at the beginning. Mr Salmon responded that Asbestos had been discovered underneath a concrete slab and was not seen until after demolition. The School had been a single storey build and they had to dig further to firm ground which had resulted in additional costs. Councillors Cameron and Wilcox highlighted the desperate need for housing in Narberth and that residents would prefer three additional homes to a library. Mr Salmon advised that the library was already built and provided at a peppercorn rent. There were alternative sites being considered for affordable housing which were being finalised. In response to a concern from Councillor Nicola Gwynn regarding when offering properties to locals first, the time constraints had been insufficient for them to sort finance in time. Mr Salmon advised that he was meeting with his Solicitor who was a Narberth resident who would look after residents and look favourably to ensure the homes went to locals where possible. In response to a question from Councillor Jordan Ryan regarding the purchase of properties to locals, the Chair advised that there was no condition to tie the developer to a particular clientele however, Mr Salmon reiterated that they would look favourably to the local population but would need costs to be recovered. The Chief Planning Officer advised Members that the land deal was carried out and that the clauses within required the library to be provided on a 125 year lease at a peppercorn rent noting the notional value of £20 where the cost to the developer had been in excess of £320K. In response to concerns from Councillors John Cole and Alistair Cameron regarding the provision of a library for the community at no cost to the community and whether Mr Salmon had engaged with Narberth Town Council following their objections, Mr Salmon advised that they had shown the Town Council around the library that was now in a better location with adequate parking following the site being redundant for 16 years. The Committee proceeded to debate the application and the key points were noted as follows: · Councillor Tony Wilcox highlighted that maisonettes were not difficult to rent with more than 900 on the housing waiting list. · Councillor Alistair Cameron noted there were other areas in Narberth where affordable housing could be built but understood that phosphates could present difficulties. · In response to a question from Councillor Tim Evans regarding the number of affordable houses that had been built in Narberth over the last five years, , both the Head of Planning and Planning Officer advised that they did not have that figure available. Councillor Brian Hall Moved that the application be approved as the Authority need to deliver Affordable Housing; Seconded by Councillor Tim Evans The vote, undertaken by way of a roll-call, was carried. The votes were recorded as follows: For the Motion: Councillors Alistair Cameron, John Cole, Tim Evans, Nicola Gwynn, Brian Hall, Anji Tinley, Iwan Ward, Jacob Williams and Michael Williams [9] Against the Motion: Councillor Jordan Ryan [1] Abstain: Councillor Tony Wilcox [1] RESOLVED That the application be APPROVED.

This application was for Committee consideration as the Director of Community Services removed the application from the scheme of delegation, due to the impact on the local community being complex and sensitive and would benefit from a public examination of the merits. The Planning Officer, Mr Leon Elms, presented the proposal to the Committee recommending that the application was REFUSED. The Committee were advised that due notification had been received from the following interested parties who wished to exercise their right to address the Committee: · Applicant – Mr William Brookes · Objector – Mr Kelvin Thomas Following Mr Brookes address, Councillor Alistair Cameron requested further information regarding the soakaway noted on the drawing. Mr Brookes advised that the draining water would be captured by the soakaway and the drawing should have stated that this was subject to appropriate ground conditions. Councillor Cameron then highlighted the recent involvement to reach a successful resolution concerning overlooking properties, Mr Brookes explained that prior to starting the project, he had spoken with the tenant at No. 17 who accepted all works that were taking place. He further noted that the area had previously been a wasteland. The Chair noted that if the application was approved, they would not be able to proceed without the purchase of the land from the Authority which had previously been encouraged. Mr Brookes explained that the Pandemic had paused progress for approximately two years. Mr Brookes clarified that he had requested updates on purchasing the land and that the Authority had refused to carry out the sale. Mr Brookes further explained that he had contacted the Chief Executive regarding the sale and noted that the planning permission was not an exception of the sale. The Chair invited Mr Kelvin Thomas to address the Committee who confirmed the he was the secretary and caretaker of the community hall and that residents at numbers 10, 11, 12 and 17 would be overlooked with this development and that difficulties with parking already existed and the development of a five bedroom property would exacerbate this. Following Mr Thomas’ address, Councillor Brian Hall highlighted that his initial considerations had been that the Authority do not need the land and were short of money and questioned why it could not be sold. However, following the address, there had been applications in March and October with a number of concerns raised. Councillor Brian Moved that the application be deferred to allow Members to conduct a site visit, to assess the site; Seconded by Councillor Tony Wilcox The Chair noted that there were two refusals in place and that the sale of land is not for consideration and that it was the acceptability of the development. The Chief Planning Officer clarified that the difference was the combination of seeking to enlarge the site and purchase additional land. He further noted that the original applicant had not sought pre-application advice from the Authority which had prevented the opportunity to be involved in the application. The Chair clarified that, if approved, a site visit would take place on Wednesday 19 July at 10am. Councillor Brian Hall Moved that a site visit be undertaken; Seconded by Councillor Tony Wilcox The vote, undertaken by way of a roll-call, was carried. The votes were recorded as follows: For the Motion: Councillors John Cole, Tim Evans, Nicola Gwynn, Brian Hall, Jordan Ryan, Anji Tinley, Iwan Ward and Tony Wilcox [8] Against the Motion: Councillor Alistair Cameron, Jacob Williams and Michael Williams [3] There were no abstentions. RESOLVED That the application be deferred to allow Members to conduct a SITE VISIT. The matter will return to a subsequent Committee Meeting for further consideration.
