RESOLVED That the Committee note the work undertaken by LLAIS and return in 12 month’s time for an update.
[Councillor Maureen Bowen declared a personal interest at this juncture by virtue of being a Member of LLAIS] The Chair welcomed Donna Coleman, Regional Director for LLAIS, formerly Pembrokeshire Community Health Council (CHC) to the meeting to give a presentation on the work that had been undertaken. The Regional Director delivered the presentation and key points were highlighted as follows: · LLAIS had received feedback following the County Show and noted that they would not always be at every show as they were keen to reach all parts of the community and the entry fee could be a barrier to some. · They were attending table top sales, community events, WI meetings etc to reach all areas of the community. · Access to General Practioners as well as Dentistry was highlighted as a key issue for residents. The Committee then debated the contents of the report and the key points were noted as follows. In response to a concern raised by Councillor Alistair Cameron regarding the NHS and, in particular, Macular Degeneration, the Regional Director explained that this had been raised three times with the Health Board due to the number of requests received. She highlighted the long distance to travel to appointments as well as the gaps experienced between appointments. In response to an issue raised by Councillor Mike James regarding the funding of services in the Authority, the Regional Director agreed that bus transport was essential and highlighted that whilst Cancer breast checks were available to women, Prostate Cancer checks were not. The Cabinet Member for Social Care and Safeguarding highlighted the excellent work undertaken by LLAIS around Social Care and raised concerns on whether the work was being diluted. Councillor Delme Harries agreed with the rurality element particularly around farming families. The Regional Director agreed with the issues and advised that she was happy to attend meetings at areas of concern to residents. Councillor Mike James emphasised the concern for support to paid and unpaid carers and the invaluable work they do highlighting that there were approximately 15 young carers in every school. The Chair thanked the Regional Director for attending the meeting today and providing the excellent and informative presentation to Members. Moved by Councillor David Bryan; Seconded by Councillor Steve Alderman The vote, undertaken by way of a show of hands, was carried. RESOLVED That the Committee note the work undertaken by LLAIS and return in 12 month’s time for an update.

RESOLVED That the update report of the Director of Social Care be noted.
The Committee considered a report by Director of Social Services and Housing on his Annual Director’s Report for 2022/23. The Chair welcomed the Director of Social Care and Housing to the meeting to present the Director’s Report. The Director highlighted the key points therein and then invited questions. The Committee then debated the contents of the report and the key points were noted as follows. In response to a concern from the Chair regarding delayed transfers still being reported, the Director explained that the reasons for delays had not been captured. However, they now had a pathway of care delay reporting with various codes to capture the reasons for the delays. Councillor Alistair Cameron raised concerns on the decline in telephone and email contact and asked how reports were being received. The Director explained that the reduction in contact was due to the efforts that had been made to provide a more holistic approach and information advice. The Community Hubs were a first point of contact for help and assistance, an increase in direct payments had been a deliberate strategy to give more control to the individual over their care. In response to a further question from Councillor Cameron regarding the reduction in domiciliary care hours, the Director explained that they were engaging more with the individual and care support plans were adjusted according to the need. The Head of Strategic Joint Commissioning explained that the challenges with the work force and the resources available had also reduced the hours available. A comprehensive media marketing campaign to recruit across the sector had been undertaken and they were working with providers to remove inefficiencies. In response to a concern from Councillor Delme Harries regarding the continuation of support to Sandy Bears and Pembrokeshire Young Carers for example, the Head of Adult Services advised that the support continued; however the support to Women and Girls that had previously been in place had not continued. The Cabinet Member for Social Care and Safeguarding advised Members that the budget seminar taking place on 22 November 2023 was specifically reviewing the budget pressures on Social Care. She highlighted the pressures across spectrum of needs including the legacy of Covid with Mental Health challenges, particularly in children and the disruption of education had resulted in crisis management rather than preventative work being undertaken. In response to a question from Councillor David Bryan regarding 16 children allocated across the UK, the Head of Adult Care advised that these were asylum children through the mandated scheme by the Home Office to take a specific allocation based on the percentage of population. The allocation for the Authority was 23 and they currently had 20. The Unaccompanied asylum children arrive in Kent but those Authorities were overwhelmed which was the reason for the National Transfer Scheme. The Authority had employed one Social Worker based in the South of England who travelled between those children in the South. In response to a question from Councillor David Bryan regarding Holly House, the Head of Adult Care explained that the house had been inspected in January 2023 with 15 priority improvement actions to be carried out. One young person was currently cared for due to a set of emergency circumstances where a bespoke care package had been created. However, this had resulted in an interruption to the improvement works and development of staff. This young person has now left the facility and a small amount of respite care has since been provided to a small number of children. Following the inspection in September 2023, ten improvements remained with work ongoing and completion anticipated by the end of 2023. She advised that Holly House had previously been a six bed unit but this had now been reduced to four to provide attentive safe care with a greater concentration of staff to child ratio. Moved by Councillor David Bryan; Seconded by Councillor Steve Alderman The vote, undertaken by way of a show of hands, was carried. RESOLVED That the update report of the Director of Social Care be noted.

RESOLVED That the excellent work being undertaken at Care Farms throughout Pembrokeshire be noted.
The Committee considered a report by the Democratic and Scrutiny Support Officer on the visit to Stackpole Walled Gardens. An oral report was presented on the visit to Clynfyw. The Chair invited the Democratic Services Officer to present her report on the two Care Farm Visits that had taken place. The visit to Stackpole Walled Gardens had been well attended and highlighted the excellent work providing work experience and horticultural training to adults and young people with learning disabilities providing social skills. Members witnessed a multitude of opportunities for visitors including the café and the newly planted vineyard and orchard. The visit to Clynfyw had been poorly attended but had been an excellent visit noting the facilities provided to the community as well as residents and visitors from planting, apple pressing, composting, crafts and a lot more. The Chair emphasised the disappointing attendance at Clynfyw but noted that a further visit would be undertaken as it highlighted the excellent work and the diversity that had taken place at an excellent facility. Moved by Councillor David Bryan; Seconded by Councillor Steve Alderman The vote, undertaken by way of a show of hands, was carried.
