The Chair welcomed the Corporate Policy and Partnerships Manager to the meeting, who provided some background information regarding the Well-being of Future Generations Act, the role of the Public Services Board (PSB) and reiterated the Panels remit and the role it plays in scrutinising the work of the PSB. Both the Chair and Vice-Chair of the PSB were welcomed to the meeting, where Councillor Neil Prior, Chair of the PSB, provided a brief explanation as to how he obtained the role of Chair of the PSB. He stated that in his opinion, the PSB was a virtual organisation with very little resource, so highlighted that the Board had agreed that they needed to be clear on what they could successfully deliver. Members were informed that the wellbeing assessment had been used to create four clear objectives, which were outlined within the report. Dr Philip Kloer, Vice-Chair of the PSB, stated that whilst the Board had considered an objective specifically in relation to health, it was realised that as all of the objectives were focused on improving health and wellbeing, a specific objective would not be necessary. It was noted that resource would be built through statutory partners sharing their own resources. The Panel considered the Public Services Board’s Draft Well-being Plan 2023-2028 and provided the following views: · The Chair requested clarification of the role the parent Committee, Corporate Overview and Scrutiny Committee, plays in scrutinising the PSB if all scrutiny is conducted via this panel, and queried if it was duplication. The Corporate Policy and Partnerships Manager explained that the panel were scrutinising the PSB on behalf of Corporate Overview and Scrutiny Committee, and any recommendations the panel resolve would need to be ratified by the Committee with the formal statutory responsibility, Corporate Overview and Scrutiny Committee. It was added that following each panel meeting, a report was presented to Corporate Overview and Scrutiny Committee outlining the work the panel had undertaken. · Councillor Pat Davies highlighted the importance of the provision of good quality sustainable housing, and queried why it had not been specifically mentioned as part of the plan. The Chair of the PSB and the Corporate Policy and Partnerships Manager provided responses stating that the matter had been a prominent factor raised as part of the wellbeing assessment and whilst not mentioned specifically, did link in to many of the themes within the plan. It was noted that housing fell as a primary responsibility of the Council. · Councillor Michael Williams expressed a number of doubts he had in relation to the successfulness of PSB’s and made a suggestion for the PSB to consider the Williams Commission. In response, the Chair of the PSB accepted the comments made but stated that personally, he was content with the way partnerships were conducted in Wales at present. · Councillor David Bryan expressed that it had been encouraging to see progress being made within the PSB and looked forward to future updates. · Following a question from the Chair regarding the statutory consultation period, both Councillors and members of the public were encouraged to partake in the statutory consultation by the 17 February 2023, which could be accessed via the Councils website https://haveyoursay.pembrokeshire.gov.uk/. It was added that face-face engagement events were also being held. · A suggestion was made for the Panel to submit a collective response, and it was agreed that an informal session would be held in January to collate Panel Members thoughts. · Councillor Huw Murphy concurred with the importance of managing expectation in such a difficult climate, but highlighted the importance for residents of the County to be able to see progress being made across public services. Moved by Councillor Michael John; Seconded by Councillor David Bryan The vote, undertaken by way of show of hands, was carried.
