The Group Engineering Manager – Infrastructure presented an update on the Flood Prevention at Lower Priory and Havens Head. He presented the ongoing improvements that had been made including updates to both the Lower Priory and Havens Head trash screens, which enabled enhanced operation and maintenance to be undertaken. The Committee then debated the contents of the presentation. Clarification was sought by Councillor Viv Stoddart regarding the costs involved and the Group Engineering Manager – Infrastructure advised that the current costs, subject to the design, were approximately £600K. Further clarity regarding funding was provided and, whilst Welsh Government funding could not be guaranteed, once the Outline Business Case was funded, it was very rare that Welsh Government would not fund the Full Business Case, particularly as the Outline Business Case showed a viable scheme. The Committee discussed that the Options Assessment Report for Flood Mitigation had concluded that the preferred option was to create a new 120m section of 1.2m diameter culvert extending the Havens Head culvert allowing it to act as an overflow for the Lower Prior Culvert. The Outline Business Case had been completed and funding had been obtained for a detailed design and Full Business Case from the Welsh Government for the capital cost of the scheme. The draft project delivery timeline was discussed by the Committee and the Group Engineering Manager – Infrastructure advised Members that activities noted are on target and that surveys etc. would start on site in the next few months. In response to a question from Councillor Tony Wilcox, the Group Engineering Manager – Infrastructure explained that the primary report had shown that the the cause of the flooding had been the carrying capacity of the culverts and by increasing this capacity, the water would be taken away. He additionally confirmed that the culverts were never closed and as long as the water in the Pill is greater than the port, it would flow. The only gates that close was the gates at the Haven which happens at particular tide levels. The Group Engineering Manager – Infrastructure noted that regular communication took place with Milford Haven Port Authority (MHPA) and, whilst the Authority could not compel MHPA to carry out the works, there would be a 10% match funding required to deliver the scheme and support would be requested. The Group Engineering Manager – Infrastructure advised Councillor Di Clements that the landowner affected by the new culvert was a Care Home and that the building affected was a greenhouse/garden house and did not affect any other properties. He further agreed to update Committee regarding the number of houses affected by the original flooding. The Chair advised the Committee that this matter had been brought to the June Committee meeting to inform new Members to understand the problem and that it would return to the Committee once there was any update to the details presented today. The Committee agreed that the report be noted.
The Chair presented the Forward Work Plan for the Services Overview and Scrutiny Committee to Members and encouraged suggestions. The Committee discussed the plan and a number of requests were made. Councillor Tony Wilcox requested that Enforcement be included and Councillor Rhys Jordan noted the majority of complaints regarding dog fouling were received around beaches. Councillor Di Clements requested an update into Planning be presented in the January meeting as well as in September to allow the new Head of Planning to attend. Councillor Viv Stoddart asked that an update into the Havens Head flood prevention be given in November following the report presented today. The Director of Community Services advised Members that under the previous administration, the Committee had received six monthly updates on the Regeneration Programme and Councillor Steve Alderman requested that an update on the second tranche of levelling up funding be included. In response to a query from Councillor Tim Evans, the Directory of Community Services advised that an update on the opening up of County Hall following the pandemic would be presented to the Corporate Overview and Scrutiny Committee as it came under their Terms of Reference. Councillor Tony Wilcox suggested that Officers be included in the invitation to attend under the various subjects as well as Senior Officers and Directors to provide a greater focus on the subject. In response to a question from Councillor Thomas Tudor, the Director of Community Services advised Members that the Notice of Motion regarding slippery pavements had gone to Cabinet with three options being considered. A Pilot scheme consisting of applying a sealant to specific areas to reduce the growth of algae had been approved and would return to Cabinet. Councillor Thomas Tudor requested that an update report also be presented to this Committee. Councillor Di Clements requested that an in-depth report be provided n the leisure function of the authority The Committee agreed to hold an informal workshop to discuss the Forward Work Plan in greater depth to inform future meetings and requested the Democratic and Scrutiny Support Officer to make the arrangements. The Chair thanked previous Members who had served on this Committee in particular the former Chair, Councillor Rob Summons as it was clear how much work he had put into the meetings.
