This application was for committee consideration as it involved a development that was contrary to a policy of the Development Plan but which was being recommended for approval (paragraph 1(i) of the scheme of delegation). The Chief Planning Officer provided two oral updates, the first stating that since publication of the Committee agenda, Welsh Government (transport) confirmed that they did not wish to issue a direction in relation to the application. The second update advised that the consultation periods were due to end on 9th and 11th November which is why delegated authority was recommended. RESOLVED That the application be APPROVED, subject to the conditions outlined in Section 1.1 of the report of the Director of Community Services.
This application was for Committee consideration as it was for tourist, leisure or recreational development over 0.5 hectares in area (paragraph 1(g) of the scheme of delegation). The Planning Officer, Amy Lack-Croft, provided an oral update stating that since publication of the Committee report the agent had provided a Landscape Management Plan which was considered acceptable and the relevant condition in the recommendation would relate to this plan. The agent advised that a landscape plan would be submitted shortly for approval as part of the application. The Council’s landscape Officer confirmed that should the amendments that he recommended be incorporated, this would be acceptable. In respect of confirming the layout of the remaining tent pitches south of the application site the agent has advised that it will take further time to produce and can be submitted pursuant to a condition. As such the relevant conditions in the recommendation will seek to approve the landscape plan and will require submission of the tent layout plan for approval respectively. Apologies were portrayed as a number of sections within the report stated that the application site lied to the east of the wider site, but it lies to the west. The Committee was advised that due notification had been received from the following interested party who wished to exercise his right to address the Committee: · Agent – Mr Ceri Davies Following discussion with the agent and questions raised by Members regarding the 28 day rule regulation, the Chief Planning Officer provided further information and advised that it was the understanding of the Planning Department that the tent element operating on the site fell under the 28 day rule regulation, which was why a condition has been recommended for ‘details of the number and layout of any tent pitches provided under the ‘28 day rule’ to be submitted for approval’. Details of Policy GN18 were provided as the policy precluded the upgrading of 28 day sites to touring caravan sites, although as the application site already had another valid permission the policy did allow for extension. [Councillor Alistair Cameron left the meeting at this juncture] Following clarification sought by Councillor Tim Evans, the Chief Planning Officer outlined what Members were being asked to consider. Councillor Brian Hall Moved that the application be approved as recommended; Seconded by Councillor Mark Carter. The Committee then proceeded to the vote, undertaken by way of a roll-call, which was carried. The votes were recorded as follows: For the Motion: Councillors Jamie Adams, Mark Carter, John Cole, Andrew Edwards, Tim Evans, Nicola Gwynn, Brian Hall, Jordan Ryan, Iwan Ward, Michelle Wiggins, Tony Wilcox, Jacob Williams and Michael Williams. RESOLVED That the application be APPROVED, subject to the conditions outlined in Section 1.1 of the report of the Director of Community Services.
