Councillor Sterry asked: Cabinet Member, During our regular ward walkabouts in Lliswerry, we frequently find ourselves litter-picking around bus stops, including some newly installed or upgraded stops where no litter bin has been provided. Given that bus stops are locations where people naturally congregate and wait, they can become particular hotspots for discarded drinks containers, food packaging and other litter. Could you please confirm: When a new bus stop or bus shelter is installed or substantially upgraded, is consideration routinely given to installing a litter bin at the same location? If not, why are litter bins not included as part of the standard assessment or specification for new bus-stop infrastructure? What criteria does the council currently use when deciding whether a litter bin should be provided at a bus stop? Will the council review existing newly installed or upgraded bus stops that do not have bins, particularly where there is evidence of persistent littering? Will the council consider making the provision of a litter bin the default for future new or upgraded bus stops, unless there is a specific operational or safety reason why one cannot be provided? It would appear to be a relatively simple preventative measure: where we know people regularly congregate, providing somewhere to dispose of their litter should help reduce the amount subsequently requiring street cleansing. There should also be fewer practical difficulties associated with emptying bins at appropriately located bus stops, as these locations are already designed to accommodate regular vehicle access. Could you therefore also confirm whether servicing and emptying such bins presents any operational difficulty for the council's cleansing teams and, if so, what those difficulties are? Date of QAAT submitted 01/09/2026 Councillor Howells responded: The provision of litter bins at bus stops is considered on a case-by-case basis. When a new or upgraded bus stop is being considered, officers assess the location, surrounding area, existing bin provision, operational requirements and any health and safety issues before deciding whether a bin is appropriate. Not all bus stops will have a litter bin, as provision needs to be balanced against servicing arrangements and whether a bin can be safely and effectively maintained. The most recent installations have been to replace existing older stock of shelters therefore if it was appropriate for a bin to be located near the shelter, there would have already be one in place, For the most recent new shelters such as Baldwin Drive in Glan Llyn, there were already bins present, so there was no need for new provision. Where persistent littering is identified, officers can review the location and consider whether additional provision or other action is required.
