Councillor Fouweather asked: Earlier this year, the Council's 'Overview and Scrutiny Management Committee' met to discuss a sizeable petition opposing planned changes to the Old Green roundabout in Newport. The committee agreed to ask the council's cabinet to write to the Welsh Government, noting the petition and the debate. Although direct responsibility for the changes sits with Transport for Wales and the Welsh Government - Newport Council did originally appear to support the changes. Former Newport Council leader Cllr Jane Mudd said it would help make people "less dependent on cars while delivering real, sustainable change for our city”. The raises four questions. Firstly, does Newport Council support the changes to the Old Green roundabout? Secondly, stemming from the fore-mentioned scrutiny meeting, has a letter been sent to the Welsh Government? Thirdly, if a letter was sent to the Welsh Government, when was it sent and what did the letter say? Did this letter highlight the concerns raised by residents and the lead petitioner? Can you publish the letter? Finally, has Newport Council received a reply to the forementioned letter? If so, what was the reply? Councillor Howells responded: In terms of support for the scheme, a similar question was asked and responded to at Council in February 2026, link attached below. In relation to the Scrutiny Committee where the petition was presented, the recommendations are due to come before Cabinet at their meeting on 17 June and will be considered at that time.
