The Cabinet Member for Communities and Sport, Councillor Hughes, presented the report to Cabinet. The Welsh Public Library Standards were the mechanism by which Welsh Ministers assessed local authority’s statutory duty to provide a ‘comprehensive and efficient’ library service. A core element of these standards was the publication of a library strategy. A Library Strategy for 2026-29 was developed using the innovative community-led libraries approach. There was a strong focus upon proactive community engagement to increase participation with an emphasis on development of reading and literacy. Councillor Clarke proposed the report, seconded by Councillor D Davies. Decision: Cabinet adopted the Newport Library Strategy 2026-29 and proceeded to publication.
This was the regular monthly report on the Work Programme. Councillor D Davies proposed the report, seconded by Councillor Clarke. Decision: Cabinet agreed the Work Programme. The Leader gave the following announcement in relation to a package of targeted one-off investments totalling £820,000. This reflected the commitment to supporting communities, protecting essential services, and investing in the infrastructure that helps Newport thrive. This was being funded from the reported 2025/26 underspends that are placed in the Prior Year Underspend reserve. The Leader announced £250,000 for Newport City Council events. This funding enabled the delivery of some flagship events, including the Newport Food Festival, Winter Wonderland and BID-supported events, which attracted visitors, supported local businesses and contributed significantly to the city's economy and vibrancy. £150,000 was allocated to the CCTV upgrade programme. Maintaining an effective and modern CCTV network was essential in supporting community safety, assisting partners in tackling crime and anti-social behaviour, and helping residents feel safe in the city centre and neighbourhoods. £120,000 was allocated for improvements to toilet facilities at Telford Depot. This ensured staff had access to appropriate welfare facilities and demonstrated the commitment to providing safe and suitable working environments for the workforce. £50,000 was allocated to social care for assistive technology. This investment would help make greater use of technology to support vulnerable residents to live independently for longer, improve wellbeing, and reduce pressures on health and social care services. Finally, £250,000 was allocated to community grants. The Leader commended these proposals to Cabinet and looked forward to working with Members to continue investing in the priorities that mattered most to our communities.
