Councillor Sterry asked: I have previously raised concerns regarding the implementation of double yellow lines and kerb markings on Thompson Avenue, which officers confirmed would be delivered before the end of the current financial year (March 2026). On 4 February 2026, officers advised that the Traffic Regulation Order for this scheme was in the final stages of the statutory process and that, following the six-week legal challenge period, the Order would come into force and arrangements would then be made for the lines to be installed as soon as possible. Officers also explained that delays had occurred because the wider Order included other traffic management proposals across the city that received multiple objections. However, the restrictions on Thompson Avenue did not receive any objections during the consultation period, yet they appear to have been grouped with other unrelated proposals that required further review. This has resulted in a delay to a scheme that had already been agreed and supported locally. I initially raised this matter as a Question at Any Time, however I was advised that it would instead be dealt with at an operational level and it was subsequently passed to the relevant Head of Service on 16 March 2026. Despite this, I have still not received any response, and this reflects a wider issue whereby I have made multiple enquiries through different channels, all of which have gone unanswered. Given the continued lack of response from the operational team, and the fact that the previously stated delivery deadline is now imminent, I am therefore raising this matter again with the Cabinet Member. Could the Cabinet Member please clarify: Whether the six-week statutory challenge period for the Traffic Regulation Order has now concluded without challenge. When the Order will formally come into force. Why the Thompson Avenue restrictions were grouped within a wider Order containing other schemes that received objections, despite Thompson Avenue itself receiving none. Whether the installation of the double yellow lines and kerb markings on Thompson Avenue will still be completed within the current financial year, as previously agreed by officers. If this deadline will not be met, what the revised implementation timetable is and the reasons for the delay. Whether it is considered acceptable that repeated enquiries from an elected member, raised across multiple formats, have not received any response from the operational team. Given the circumstances, I would ask that this question is responded to at Cabinet Member level, so that both I and local residents can receive a clear and accountable update on when this long-awaited scheme will be delivered. Councillor Howells responded: The process of making traffic orders across the city is done in blocks. This is done for the purpose of simplicity and cost. The cost of advertising and processing every traffic order individually would be very expensive. The order cannot be made until the point in time when all relevant objections have been reviewed. The final consultation period for this block of traffic orders (Amendment 8) concluded on Thursday 26th March 2026. The Order has been ‘made’ and came into force on Wednesday 1st April 2026. The highway works programme associated with Amendment No. 8 (including Thompson Avenue) will be implemented in April 2026 (depending on the weather). Officers have confirmed that the only enquiry we have on record from Councillor Sterry, was on 3rd February 2026. A response providing an update was issued by Members Services later that week. The lack of an operational response to the QAAT is as a result of some confusion as to whether the original question had been responded to.
