The Head of Infrastructure (HOI) provided a verbal update to the Committee and then invited questions from the Committee. • The HOI advised the Committee that if they have an enquiry these can be raised through the normal channels and will be looked at. • A Community Councillor raised issues with the A48 that they are hoping to put together a business case and liaising with consultants around reducing the speed limit on the A48. The HOI informed the Committee that they have guidance from the Welsh Government (WG) that they follow when setting speed limits. • A Community Councillor informed the Committee that the skid-free surface installed on the roundabout in the past has now worn and poses a danger for cyclists. The HOI informed the Committee that they have an integrated Network Map which is used for upgrading under the Active Travel plans, but it cannot all be done at once due to funding. • A Community Councillor asked how to request for traffic calming measures to be installed. The HOI informed Committee that evidence would be required showing a need for the request which would be prioritised against the criteria. • Several Community Councillors raised concerns around parking issues near schools especially during pick-up/drop-off times. The HOI informed Committee that a number of different schemes have been trialled in the past to try and ease parking issues around schools. • A Community Councillor informed the HOI that a Transport Strategy was sent into the Council approx. 1 year ago and still waiting on a response. They added whether it would be possible to arrange a meeting with Council officers to go through concerns and points in the Strategy. The HOI asked for the last correspondence sent and received to be passed over to them to be investigated and a response to be provided. • A Community Councillor asked on the process of requesting a restricted parking limit to be installed outside of the local pharmacy. The HOI informed the Committee again for evidence over a significant period of time showing vehicles parked as it would have to go through a formal consultation process to get a Traffic Regulation Order put in place. Actions: • Link to Cabinet Member Report – Funding for Road Safety to be sent to Committee. • Link to the Integrated Network Map to be sent to the Committee. • Most recent correspondence around the Transport Strategy sent in via a Community Councillor to be collated and passed to the HOI.
The Democratic and Electoral Services Manager (DESM) provided an update on the Forward Work Programme to the Committee and asked for specific queries and concerns that can be sent to their respective Service Areas for a response. • A Community Councillor asked for a copy of the grass cutting and litter pick schedules to be provided. • A Community Councillor asked whether guidance could be given on what the Council have to and don’t have to cut when carrying out grass maintenance. The Head of Law and Standards (HOLS) informed the Committee that there might be land ownership issues that might affect what is maintained by the Council. • The DESM informed the Committee that an update on the Local Development Plan (LDP) and Placemaking Plan are in the pipeline for the next meeting. A Community Councillor enquired what would happen if current LDP expired before a new one is put in place. The HOLS informed Committee that there is a new one being developed and it would still be valid for 10 years from the implementation date. • The DESM informed the Committee that the Police are due at the next meeting and asked for specific enquiries to be sent ahead of the meeting so these can be passed to the Police Representative. • The DESM informed the Committee that the Democracy and Boundary Commission Cymru draft report will be brought to Committee while consultation is still open later in the year. A Community Councillor asked for an update on the Boundary Review from the DESM. They informed Committee that the final set of proposals are due to go to Full Council in July for a decision and it should all be resolved later in the year. • A Community Councillor informed the HOLS that at their last AGM no officers were elected due to ongoing issues which was passed over the Council’s Chief Executive and Leader and they are still awaiting a response. Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
Dyw'r cyngor ddim wedi cofnodi presenoldeb ar gyfer y cyfarfod hwn.
Yn rhestru cynghorwyr presennol y cyngor yn unig. Nid yw aelodau cyfetholedig, swyddogion a chyn-gynghorwyr yn cael eu dangos.
