Councillor Fouweather asked: How many young people leaving full time education are not either in work or following other educational opportunities? What has the cabinet member done to ensure that these young people are properly supported? How does the council monitor these young people ensuring that they just do not disappear? Councillor Davies responded: As the shadow portfolio holder for Education and Early Years, I am sure you will remember that this information was presented to Scrutiny Committee on July 8th, 2025, through the Education Service End of Year Report. Detailed progress on how the Service is addressing this Key Performance Indicator was also presented to Scrutiny on December 9th, 2025. All of these documents and live recordings are available within the public domain and can be accessed on the Newport City Council website. Once pupils leave compulsory education, the YEPF co-ordinator and Careers Advisors from Careers Wales collaborate to continue to offer 1:1 support through dialogue and sharing of options, until the January after they have left school. For those identified as NEET, the Youth Engagement and Progression Framework (YEPF) Co-Ordinator from Newport City Councill and Careers Wales officers align them with the appropriate tier in the Careers Wales 5-tier model of engagement. They are assigned a post-16 careers advisor from Working Wales who continues to work with this identified group. Support meetings are offered and contact is maintained. The YEPF co-ordinator and Working Wales Manager meet termly until those identified young people reach the age of 25, continuing the offer of support. When young people are ready to engage, direct links are made with training providers or other options. Support is also available via the Youth Service for young people up to 25 years.
