Councillor Sterry asked: Could the Cabinet Member confirm whether the representations I submitted during the consultation on the Abandoned Shopping Trolley Policy were included and considered within the final Cabinet report before the policy was approved on 16 October 2025? Additionally, given that the adopted policy excludes trolleys found in reens and smaller watercourses, placing responsibility solely on Natural Resources Wales or riparian owners, what contingency or escalation mechanism exists if those bodies fail to act, particularly where a blockage could increase flood risk to nearby residential properties, such as those within Lliswerry? Councillor Forsey responded: The representations submitted were taken into consideration and answered in the body of the report, which can be consulted in the link below: Newport City Council - Agenda for Delegated Decisions - Cabinet Member for Climate Change, Waste and Recycling on Thursday, 16th October, 2025 From a legal perspective the responsibility for removing trolleys from main rivers, streams, and waterways lies with Natural Resources Wales (NRW) or the riparian landowners. Such removals therefore do not fall within the Council’s remit. With regard to blockages which could cause a flood risk, the Council would take a view on this on a case-by-case basis and any action would be dependent on a range of factors, including the proximity and risk to Council land and assets.
