Councillor Fouweather asked: Can the cabinet member outline how she plans to deal with pavement parking especially in areas of high-density housing where parking spaces are at a premium so that she can meet WG legislation? Councillor R Howells responded: Unlike other parts of the UK, in Wales, councils do not have powers to enforce pavement parking, except where there are wider carriageway restrictions (i.e. double yellow lines). The offences of driving on the footway and obstruction of the footway remain criminal and, as such, can only be enforced by police. If the councillor has a specific area of concern, the parking enforcement team can distribute flyers alerting drivers of the dangers of obstruction, but this is not enforceable by the council and is not a core activity.
