Councillor Townsend asked: In relation to the redevelopment of the Old Green roundabout, could the Cabinet Member confirm: 1. She has seen sight of the report on the public consultation that was undertaken in 2023. 2. She is content with the potential changes to road safety, and increased risk of conflict and injuries between traffic and pedestrians and cyclists. 3. She is content with the likely changes to traffic queues and driver frustration such as jumping of lights and failure to indicate. 4. Potential impacts such as rat running as traffic seeks to avoid Old Green? 5. Increased walking and cycling times as crossings have to be navigated? 6. Major carbon impacts from construction which are at odds with both Welsh Government and the Council's climate declarations? Councillor R Howells responded: 1. The Public consultation exercise for proposed amendments for Old Green was undertaken by Transport for Wales. As Cabinet Member for Infrastructure and Asset, I have reviewed the draft report, which provides a summary of the stakeholder responses. The draft report was discussed in a meeting with Welsh Government and TfW on 4th November 2024, with an agreement from NCC to publish. Transport for Wales are due to publish the report shortly. 2. The proposals have been developed in accordance with the relevant highway design standards, which includes the requirement to undertake road safety audits. Consultation feedback is currently being considered for incorporation in a preferred design option. 3. The scheme is subject to comprehensive modelling to assess the impact of changes, including potential queue lengths and junction capacity in current and future years, to accommodate future travel patterns. The transport modelling also utilises the South East Wales Transport Model, managed by TfW, which includes assessment of potential changes in travel patterns. There is no evidence the proposed changes would give rise to an increase in illegal driver behaviour. 4. Please see response to Question 3. 5. Studies have confirmed that the existing arrangements at old Green can be improved as part of the overall scheme. These improvements will deliver wider benefits, including the provision of step free access for all movements through Old Green, and improved public realm. 6. Whilst there will be an initial, time-limited increase in emissions during the construction phase, these are outweighed by long-term benefits arising as a result of creating sustainable transport modes. Design proposals indicate that 50% of existing structures can be retained and that environmental best practice will be deployed throughput the construction programme to minimise any impacts.
