The Minutes from 18 March 2026 were accepted as a true record. Moved by Councillor Lacey and seconded by Councillor Clarke.
The Leader provided an outline on the use of reserves. These were ordinarily listed within and approved as part of the regular financial monitoring for the Cabinet. However, due to the time of year, which was around year-end, the next set of meetings were not until June, and a number of reserve requests and capital funding were therefore required by officers. With this in mind, Cabinet was asked to review and approve these requests. Councillor Lacey proposed the report, seconded by Councillor Clarke. Decision: Cabinet - • Reviewed and approved the use of reserves and the change of use of a previously agreed reserve set out in the body of the report and the capital project to be included in the Council’s capital programme. • Noted the Head of Finance recommendation that further funds were transferred into the Transformation Reserve from any 2025/26 budget underspending (when confirmed – June/July Cabinet meeting) to enable it to support any further in-year requests for financial support.
The Leader informed Cabinet colleagues on the condition of the stadium, which in recent years had deteriorated and required investment to ensure it remained fit for purpose. Officers have been progressing the development of a structured, proportionate Expression of Interest (EOI) process. Cabinet approval was now sought to enable the Strategic Director (Transformation and Corporate) to design and commence an EOI process, to consider and evaluate any EOIs received and thereafter to report back to the Cabinet with a recommendation as to which option, if any, to pursue. Councillor Spencer proposed the report, seconded by Councillor Forsey. Decision: Cabinet – § Agreed to seek expressions of interest for investment, redevelopment and/or refurbishment as well as future operation of the Newport Stadium site, in line with the mechanism described in the report. § Delegated to the Strategic Director for Environment and Sustainability and Strategic Director for Transformation and Corporate as a joint approach, supported by Statutory Officers, to determine the mechanism for the seeking and evaluation of expressions of interest and thereafter to invite interested parties to submit their proposals in accordance with that mechanism.
The Leader advised colleagues that in 2025 Newport City Homes (NCH) amalgamated with Hedyn which did not offer membership of the Local Government Pension Scheme (LGPS) to new staff and Hedyn was now seeking to withdraw LGPS provision from those staff who remained members of the scheme. Hedyn provided assurances that those staff were consulted and agreed to this change, therefore there was no reason for the Council to object to Hedyn’s proposal, notwithstanding the 2009 agreement historically made by NCH. Councillor R Howells proposed the report, seconded by Councillor Adan. Decision: Cabinet confirmed that the Council had no objection to Hedyn withdrawing LGPS provision from those of its staff who remained members of the scheme and approved the execution of the indemnity deed between Newport City Council and Hedyn, in a form to be determined by the Head of Law and Standards in consultation with the Head of Finance.
This was the regular monthly report on the Work Programme. Councillor Lacey proposed the report, seconded by Councillor Forsey. Decision: Cabinet agreed the Work Programme.
