RESOLVED: • That the latest Welsh Government position on grant funding and the level of Regional Transport Fund grants to be available to South West Wales region (subject to the overall Welsh Government budget setting process), be noted. • That the Draft Regional Transport Plan Year 2 Delivery Programme for 2027-2028 be endorsed to the South West Wales Corporate Joint Committee.
The Committee was presented with the Draft Year 2 Delivery Programme for the Regional Transport Plan. Members were advised that the draft programme had been brought forward for consideration earlier than originally planned. It was noted that initially, it had been intended that the draft programme would be presented to the November meeting; however, Welsh Government had brought forward the draft submission deadline to 30 October 2026, necessitating an earlier programme planning timetable. Officers highlighted that indicative budget levels for the forthcoming financial year had been received from Welsh Government, although these remained subject to confirmation through the wider Welsh Government budget-setting process scheduled for the following month. It was stated that the financial backdrop remained extremely challenging and that Officers had been required to balance these constraints against the ambitions of the Year 2 Programme; to reflect the uncertainty surrounding future funding, two scenarios had been developed and were detailed within the appendices to the circulated report. The Committee was informed that the first scenario reflected the indicative funding allocation advised by Welsh Government, whilst the second scenario had been developed on the basis that additional funding could become available; this approach would enable the region to respond quickly and maximise any opportunities arising from funding allocations above the currently anticipated level. It was acknowledged that the level of Regional Transport Fund funding available was insufficient to fully meet the region’s transport ambitions; consequently, Cfficers were exploring opportunities to utilise alternative funding streams, including the Local Growth Fund and other available sources of external funding. In terms of programme content, Members were advised that the proposed Year 2 Programme largely represented a continuation of schemes included within the Year 1 Programme; where local circumstances had changed, schemes had been brought forward from either the Development List or the Development Delivery Pathway. Officers concluded that the programme before them constituted the draft submission which, subject to approval, would be submitted to Welsh Government and Transport for Wales at the end of the month; following feedback from both organisations, a final programme would be brought back to the Regional Transport Sub Committee in January 2027 for consideration and approval. The Committee recognised and thanked Officers for their work in preparing the programme, particularly in light of the compressed timescales and the requirement to complete the work earlier than originally anticipated. Members noted that the overall programme value of £24.7 million appeared to be consistent with the previous year’s allocation and expressed concern regarding the impact of maintaining the same funding level in the face of increasing costs; they queried the additional pressure this would place on delivery and highlighted the number of significant and ambitious schemes included within Scenario B. Clarification was also sought regarding when any decision on additional funding might be made to enable planning and delivery of those schemes. In response, Officers advised that the indicative funding allocation represented a standstill cash settlement and, when considered alongside ongoing inflationary pressures affecting construction costs and programme delivery, constituted a reduction in real terms. It was noted that the £24.7 million allocation would provide valuable investment; however, it was not considered transformational and would not, on its own, deliver the region’s longer-term transport ambitions. It was added that Officers would continue to make strong representations to Welsh Government in support of additional funding; however, no indication had been received regarding whether further funding would be made available or the timescale for any announcement. It was further mentioned that significant reductions had already been required to align the original aspirational programme with available funding for Year 1, and a similar exercise had been necessary in the development of the Year 2 Programme. The Committee was advised that, notwithstanding these constraints, there remained a substantial programme of work to be delivered across the region.
