The following Members made a declaration of interest at the start of the meeting: Councillor S.Knoyle - Minute No 11, Miscellaneous Grant Fund Application – Glynneath RFC Ltd – Councillor Knoyle declared a personal interest, and left the meeting before the item, for the discussion and voting thereon.
The minutes of the previous meeting of Cabinet, held on 18 March 2026, were agreed as an accurate record.
Members noted it was the Forward Work Programme 2026 – 2027 that was before them for noting, and not the 2025 – 2026 version, as printed on the Agenda. The Forward Work Programme was noted.
No public questions were received.
Decisions: That having had due regard to the impact assessments in relation to equality, risk, community usage and Welsh language, and in line with Section 48 of the School Standards and Organisation (Wales) Act 2013, the following be approved: 1. The language medium of the YGG Trebannws, Cognition and Learning Support Centre (LSC) be changed to Welsh-medium with effect from September 2026. 2. A 16 place Cognition and Learning LSC for pupils aged 11-16 be established at Ysgol Gymraeg Ystalyfera Bro Dur with effect from September 2027. 3. The number of pupil places at Ysgol Maes Y Coed be increased by an additional 40 places with effect from April 2028. 4. The current Pupil Inclusion Centre (PIC) in Awel y Mor Primary be changed to a permanent place primary Behavioural, Emotional and Social needs LSC with effect from September 2026. Reason for Decisions: This school organisation proposal is being brought forward under the Council’s Strategic School Improvement Programme. Approval to implement a proposal to reorganise ALN provision within the Local Authority is sought in line with the Welsh Government’s School Organisation Code, November 2018, which specifies the procedures to be followed, including publication of a summary of the statutory objections and the proposer’s response to those objections following the 28 day objection period. Implementation of Decisions: The decisions will be implemented after the three day call in period. Consultation: This item has been subject to external consultation.
Decision: That the draft Learner Travel Assistance Policy (as detailed within the circulated report) be approved for consultation during the summer term 2026. Reason for Decision: To present the draft Learner Travel Assistance policy to Cabinet and to seek approval to consult during the summer term 2026. Implementation of Decision: The decision will be implemented after the three day call in period. Consultation: This item will be subject to external consultation.

At this point in the meeting, Cllr S.Knoyle reaffirmed his interest in this item, and left the room for the discussion and voting thereon. Decision: That Glynneath RFC Ltd be awarded grant support of £764 per annum, towards the cost of rent of the lease of Abernant Park, Glynneath. Reason for Decision: To decide on the amount of financial support in respect of the grant application received. Implementation of Decision: The decision will be implemented after the three day call in period.
Cllr. S.Knoyle rejoined the meeting at this point, and took part in the voting and discussion thereon. No urgent items were received.
RESOLVED: To resolve to exclude the public for the following item pursuant to Regulation 4 (3) and (5) of Statutory Instrument 2001 No. 2290 and the relevant exempt paragraphs of Part 4 of Schedule 12A to the Local Government Act 1972.
