Cabinet Member for Strategic Planning, Transport and Connectivity Councillor Wyndham Griffiths and Officers introduced the report. Members expressed appreciation for the changes made to the Land East of Rhos site, noting that they addressed public concerns. Members also raised concerns about the potential impact of the RLDP on other wards and asked what the trajectory of sewage from the Blaen Baglan site is. Officers clarified that when going the process of determining if sites are viable all constraints are considered. Officers also clarified that comments had been received from Welsh Water in respect of the Blaen Baglan site to confirm that the site will not have any detrimental impact further down the line. Officers provided clarity on the trajectory of the Blaen Baglan sewage for Members. Members voiced reservations about the adequacy of proposals for the Upper Afan Valley, particularly in terms of sustainable development and cemetery provision. Members questioned the changes to school provisions, particularly the removal of the special school at Forest Farm and the shift to a dual-stream model at Land East of Rhos. In response, officers clarified that the changes to school provisions were made in consultation with the education department. The change to dual-stream model at the Land East of Rhos is a consequence of the reduction from 400 units to 200 units and aligns with Welsh Government Policy. The removal of the special school at Forest Farm was necessary to expedite its delivery at an alternative site, which is being actively pursued as it is a key priority for the Education Department. Members queried the impact from the Blaen Baglan sewage trajectory given that it uses existing pumping station sites which have potentially been attributed to recent flooding in the Briton Ferry area. Officers clarified that Welsh Water are in the process of implementing the asset management plan 8 which will see investment and improvements in the 2 pumping stations in the area. In respect of the Briton Ferry area Officers clarified that meetings are taking place with Welsh Water and Network Rail to try and understand how the flooding can be prevented again and investment is being made on pumps to try and build resilience in the area. The Leader, Councillor Steve Hunt, closed discussion by emphasising that the RLDP reflects public consultation feedback and balances growth with community needs. He highlighted the importance of the revised timetable in ensuring the plan’s soundness and legal defensibility. Resolved: that Council: (a)approve three proposed amendments to the key housing sites identified within the Replacement Local Development Plan (RLDP) Preferred Strategy (December 2024); and (b)approve a revised timetable for the Delivery Agreement and grant delegated authority to the Head of Planning and Public Protection to make the necessary amendments to the Delivery Agreement and to submit the revised version to the Welsh Government for approval.
