Cabinet Member for Streetscene, Councillor Scott Jones introduced the circulated report. Councillor Suzanne Paddison queried what avenues were available to the authority when flood damage occurs to constituents properties, and redress responsibility falls upon Welsh Water but no timeline has been provided for this. The Cabinet Member confirmed that provision for this is covered by Water Industry Act 1991, and the responsibility falls to Welsh Water. He went on to confirm that officers meet with Welsh Water on a monthly basis to discuss flood risk management and should any members wish to raise issues with officers then they would be happy to bring this forward. Councillor Nathan Goldup-John placed on record his support for the plan, particularly that of the construction of flood alleviation measures at Caenant Terrace which are listed to start within this financial year. Director of Environment Nicola Pearce responded that the strategy is over a 6 year period and is accompanied by an action plan that is an iterative document which will be updated prior to upload. This will indicate that there has been some slippage in the Caenant Terrace scheme due to a delay in the business case process. Councillor Goldup-John queried whether any slippage to planned programmes would come back to Council via an updated action plan. The director confirmed that while the overall Strategy requires endorsement by Council the action plan will be updated as and when required and would not come back to Council however the department will ensure that any updates are shared with ward members in order that they may inform constituents accordingly. Council Leader Stephen K Hunt introduced the report to Council as outlined in the circulated report. Councillor Nathan Goldup-John queried what revisions had been made to the document to that received by the relevant scrutiny committee. Councillor Hunt responded and confirmed that the positive discussions held within the Scrutiny Committee had been fed into this strategy. Councillor Sean Pursey noted that he was pleased to see some of the feedback from the Scrutiny Committee had been taken on board, however was disappointed to see that not all feedback was included. Councillor Nathan Goldup-John posed the following to Council: “The public were asked for their views on the proposed Neath Integrated Transport Hub between the 30th April 2025 and the 11th June. This garnered significant interaction with almost 2000 individual responses to the consultation. When will the consultation report be made publicly available?” Cabinet Member Wyndam F Griffiths responded “I can confirm that the consultant Amey have submitted early provisional first draft of the follow up queries and requests for further information from them. We are currently in the process of gathering the necessary responses and the additional data to enable Amey to finalise the draft. This will also then enable a full response to issues raised by consultees. Once the final version is received, we will need to ensure the report meets accessibility requirements and is translated in to Welsh in line with our statutory obligations. Prior to it being published, we are of course also planning appropriate opportunities for members to consider at scrutiny which will take place after the summer recess. At present we are working towards making the report publicly available late August, Early September. I would be happy to provide a further update should this timeline change.” Councillor Goldup John asked the supplementary question of “thank you Councillor Griffths, just following up on that I heard that you will be bringing the process back to members in the not too distant future, but how will you ensure that the public feedback will be incorporated in to the proposal if you are working to the consultation time frame, and just for the Council and members of public watching, the indicative planning application is to be submitted in the summer 2025, so how are you going to ensure that the publics feedback is incorporated in to the proposal.” Councillor Griffiths replied “I can only reiterate what I said, we are waiting for all the reports to come back from the people concerned. It will be sent to Amey they will come back with a timeline and once we get the timeline we will go forward from that. The officers will then digest what has been taken place and obviously we will inform the public when the appropriate time comes”.
