Members were provided with a report with the purpose of reconstituting the South West Wales Corporate Joint Committee (SWWCJC), which included setting out the administrative and governance arrangements for the forthcoming civic year. The Monitoring Officer for the SWWCJC referred to the proposals within the circulated report, which formed part of the reconstitution. It was noted that a proposal had been put forward to extend the membership of the Overview and Scrutiny Sub Committee from three to four Elected Members, reflecting the inclusion of City Deal related work within its remit. The Committee were also asked to consider assuming responsibility for the governance and oversight of the Swansea Bay City Deal, including the discharge of decision-making functions previously exercised by the Swansea Bay City Region Joint Committee. It was explained that, under these arrangements, the SWWCJC would act as the decision-making body for Swansea Bay City Deal matters, with overview and scrutiny undertaken by the SWWCJC Overview and Scrutiny Committee, and private-sector advice provided through the Private Sector Advisory Board; it was further recommended, that the continued operation of the Swansea Bay City Deal Programme Board, reporting into the SWWCJC governance structure, be noted, and arrangements for resolving governance conflicts in line with the amended agreement be endorsed. It was observed that the current list of Private Sector Advisory Board members did not include representation from land-based rural sectors, and concern was expressed given the significant rural area covered. Officers highlighted that a broad range of sectoral expertise had been sought during recruitment; however, no applications were received with this specific skill set. It was acknowledged that this remained an area for development, and that additional expertise may be sought as future opportunities for recruitment arise. The Committee were presented with the Quarter 4 Financial Monitoring for year ended 2025/26. It was reported that minor amendments had been made since publication of the circulated report, which were outlined during the overview. It was recalled that in January 2025, the South West Wales Corporate Joint Committee (SWWCJC) had approved the 2025/26 budget at £710k, with a 10% reduction in levies to constituent authorities achieved through the utilisation of reserves. Members’ attention was drawn to Appendix A of the circulated report, which indicated a projected year-end underspend of £460k. It was noted that this figure differed slightly from the published report, reflecting an additional underspend of £14.7k, subsequently explained. It was noted that the total underspend was to be transferred to SWWCJC reserves at year-end. Officers highlighted that there was an underspend of £49k within Support Services, which was attributed to a vacant Senior Accountant post, which had not been required due to the level of SWWCJC activity. It was further reported that £185.3k of Welsh Government Regional Transport Plan (RTP) grant expenditure had been incurred by the Transport Sub Committee, with an additional £14.7k incurred by the Regional Management Office, bringing total RTP expenditure to £200k and accounting for the variance noted. It was stated that £50k of the Regional Transport Sub Committee budget had not been utilised; the Economic Wellbeing and Regional Economic Development Sub Committee reported an underspend of £76k, while the Strategic Planning Sub Committee incurred expenditure of £57k, funded from the Planning and Programme Management budget. It was acknowledged that Sub Committee work programmes had taken time to establish, with full utilisation of budgets anticipated in 2026/27. An overspend of approximately £42k within the Regional Management Office was reported, including £30k relating to recruitment and staffing costs for the Chief Operating Officer, who commenced in March 2026, alongside additional expenditure for UKREiiF and Green Economy events. It was noted that £35k from the consultancy and special advisor budget had supported the Regional Investment Strategy, with underspends recorded in translation, printing and photocopying. The previously referenced £14.7k RTP-related expenditure had been offset by grant funding. Additional Welsh Government funding was received during the year, comprising £200k to support capacity and governance development and a further £200k to complete the RTP; these grants had not been known at the time the budget was set. Considering the brought forward balance of £1.176m, the projected interest of approximately £50k, and the reported underspends, reserves were projected to reach approximately £1.482m. It was explained that reserves had not been utilised during the year as originally budgeted due to the underspend position. RESOLVED: That the report be noted.

Officers gave an update on the progress to date with developing an improved Digital Presence for the South West Wales Corporate Joint Committee (SWWCJC). It was noted that, to date, limited work had been undertaken to establish a dedicated digital presence for the SWWCJC, including a website and LinkedIn platform, to promote regional activity. As the role of the SWWCJC continued to develop, the importance of establishing a clear, credible and proportionate digital presence was emphasised, to support transparency, strengthen governance and enhance engagement with partners, stakeholders and investors; recent work had therefore focused on developing a dedicated website and LinkedIn presence to provide a consistent and authoritative platform for sharing key information. It was reported that these digital channels would enable the SWWCJC to move away from ad hoc, partner-dependent communications towards a more coherent and self-sustaining corporate identity; it was not intended to replicate the communications functions of constituent authorities, but rather to complement and amplify them, addressing a gap at the regional level. Officers explained that the website was established as a single point of reference for the South West Wales proposition and the work of the Joint Committee; the platform had been launched in advance of the UK REiiF event to support promotion of the Regional Investment Prospectus and raise the profile of the SWWCJC. Members queried whether Local Authority Members could share SWWCJC communications through their respective channels. It was confirmed that this would be encouraged, forming part of a coordinated approach to develop consistent promotion of SWWCJC activity. It was further noted that ongoing communications would aim to establish a regular and sustained profile of activity across key areas, including strategic planning, transport and economic development, with Local Authorities supporting wider dissemination at a local level. RESOLVED: That the report be noted.
