The Strategic Democratic Services Manager advised the Committee that there was an obligation to undertake an annual survey of elected Members. A report was presented seeking approval for the survey to be conducted between May and June 2026. Suggested questions were included within the agenda pack, and it was recommended that the survey be undertaken on a one‑to‑one basis by Democratic Services officers, as this approach had previously achieved a higher response rate and generated more detailed and meaningful feedback. Members’ views on the proposed approach were welcomed. The Chair queried whether the Democratic Services Team had sufficient capacity to undertake the survey on a one to one basis. In response, the Strategic Democratic Services Manager thanked the Chair for the concern and reassured the Committee that surveys were allocated fairly across the team, with workloads managed on a weekly basis. It was noted that the survey provided valuable insight into the issues affecting Members and supported service improvement. The Chair further asked how consistency would be maintained across the survey, given that different officers would be conducting individual interviews. Members were reassured that all officers would use the same set of questions, despite conducting the survey in a personalised manner. Responses would be recorded and collated into a Microsoft report, with the findings reported back to the Committee. Members requested that an additional question be included to capture information about how Members travel to meetings. It was noted that a significant proportion of people in Wales do not have access to a car, and that understanding Members’ travel arrangements could provide useful context when making decisions that affect residents with different lived experiences. While it was acknowledged that decision makers did not need to share those experiences directly, it was considered helpful to understand them when shaping policy and services. The officer thanked Members for the suggestion and confirmed that this line of questioning would be incorporated into the survey. The Chair asked whether there was a mechanism in place to address any issues raised through the survey. The Strategic Democratic Services Manager advised that the overall feedback would be reported back to the Committee, and that any confidential matters or requests for individual support raised during the process would be handled appropriately. RESOLVED: That the Democratic Services Committee note and endorse the Draft Annual Report 2025/26 attached at Appendix 1. That the final report be approved following the conclusion of the committee’s business on 20th April in consultation with the Chair, with the final report to be circulated by email to Members and for Members to commend to Council.
The Chair summarised the contents of the report as set out in the agenda pack. It was noted that the report demonstrated steady progress over the year, whilst also recognising that there remained further work to be undertaken as the role of councillors continued to evolve. The Strategic Democratic Services Manager commented that, although the work of the Committee could at times appear procedural in nature, reflection on the year’s activity highlighted several significant and tangible achievements. Particular reference was made to the Committee’s work on Members’ personal safety, which had resulted in meaningful outcomes and practical improvements. Looking ahead to 2027, it was noted that there would be a strong focus on Member induction following the local government elections, together with continued work on diversity and democracy. These areas were identified as key priorities and areas of work of which the Committee could be proud. It was further noted that the annual report provided a valuable opportunity to reflect on the Committee’s achievements, and that the next step would be for the report to be presented to full Council. This was welcomed as an effective means of demonstrating the impact of the Committee’s work, particularly given the relatively small number of meetings held, and of highlighting a focused approach to activities that deliver meaningful improvements. The Chair thanked officers on behalf of the committee for their dedication and hard work There were no urgent items.
