RESOLVED: That Application No. P2025/0370 - proposed change of use from dwellinghouse (use class C3) to 6-bed House in Multiple Occupation (HMO) (use class C4), at 27 Ena Avenue, Neath, SA11 3AD – be REFUSED on the following grounds: 1. The proposed development would result in unacceptable impacts upon highway and pedestrian safety, due to a lack of off street car parking, contrary to policy TR2 of the Local Development Plan. 2. The development would result in unacceptable impacts on residential amenity and the character of the area through overdevelopment of the site, contrary to policy BE1 of the Local Development Plan.

Officers made a presentation to the Planning Committee on this Application (proposed change of use from dwellinghouse (use class C3) to 6-bed House in Multiple Occupation (HMO) (use class C4), the works for which include fenestration alterations, the construction of a rear dormer extension and the installation of two no. roof lights within the principal roof slope, at 27 Ena Avenue, Neath, SA11 3AD, as detailed in the circulated report. The Local Ward Members gave their representations, along with a registered speaker against the Application, and the Applicants representative, who exercised his right to reply.
