The Chair welcomed all to the meeting.
The following Members made a Declaration of Interest at the start of the meeting: Councillor A.Llewelyn –Minute No 11- Community Councils Minor Projects Scheme - Application from Ystalyfera Community Council – As he is a member of Ystalyfera Community Council, so left the meeting for the discussion and voting thereon. Cllr A.Llewelyn – Minute No 12 - Appointment of LA Governors Representatives - He considered his interest to be prejudicial, so left the meeting for the discussion and voting thereon. Councillor N. Jenkins - Minute No 12 – Appointment of LA Governors Representatives - Nominated as a governor of Cwmtawe Community School. She considered her interest to be prejudicial, so left the meeting for the discussion and voting thereon.
The minutes of the previous meeting of Cabinet, held on 12 and 19 March 2025, were agreed as an accurate record.

Decision That the programme of works set out in Appendices A & C, be approved for 2025/2026 (Subject to clearance and approval by the Senedd and the Local Government Borrowing Initiative (LGBI) board regarding the funding from the Welsh Government supported borrowing initiative for highway works.) subject to the removal of the school road Jersey Marine parking restrictions residents parking item. Reason for Proposed Decision To maintain assets for which the Council is responsible as Highway Authority, and address community concerns in relation to same. Implementation of Decision The decision is proposed for implementation after the three day call in period.
Decision Having had due regard to the integrated impact assessment, approval be given for the following schemes to be advertised, in accordance with the statutory requirements (as detailed at the relevant Appendices to the circulated report): · Traffic Capital Works Programme 2025-2026 · Active Travel Programme 2025-2026 · Individual Disabled Parking Places (IDPP) Programme 2025-2026 · Welsh Government 20 mph Default Speed Limit national rollout Programme 2025-2026 · Welsh Government Capital Safe Routes in Communities Prorgamme 2025-2026 · Welsh Government Capital Road Safety Grant And the schemes be implemented in accordance with the relevant statutory requirements, contained within the current Road Traffic Regulations, subject to there being no objections received. Reasons for Proposed Decision: The schemes are necessary in the interest of road safety, providing speed reduction, promoting Active Travel, IDPP priority on street parking bays, providing adequate parking provision and casualty reduction within the Borough. Implementation of Decision: The decision is proposed for implementation after the three day call in period.
Decision Having had due regard to the Integrated Impact Assessment it is recommended that:- The List of Approved Contractors is amended as follows:- Companies to be added to the List of Approved Contractors The following companies have applied to be included on the list and have passed the required assessments:- Company Category C&V Scaffolding Ltd (C080) 11 Natural Ground Care Ltd (N022) 75, 84, 101, 102 Reasons for Proposed Decision: To keep the List of Approved Contractors up to date and as far as possible, ensure a competitive procurement process. These recommendations to be adopted for the purpose of supplying a List of Approved Contractors for invitation to tender within the relevant category. Implementation of Decision: The decision is proposed for implementation after the three-day call-in period.
Decision: That the application set out in Appendix 1 to this report, be approved. Reason for Proposed Decision: To decide on the amount of financial support in respect of the grant application received. Implementation of Decision: The decision is proposed for implementation after the three day call in period.
Cllr A.Llewelyn reaffirmed his declaration of interest and left the meeting for this item. Decision: That a grant of 50% of actual costs up to a maximum of £10,000 to Ystalyfera Community Council, be approved. Reason for Proposed Decision: The decision is in compliance with the approved policy and to enable community improvements. Implementation of Decision: The decision is proposed for implementation after the 3 day call-in period.
Both Cllr A.Llewelyn and Cllr N.Jenkins reaffirmed their declarations of interest and left the meeting for this item only. Decision: That, in line with approved policy, LA governor representatives be appointed to the existing and forthcoming vacancies set out in the attached appendix, with the exception of Creunant Primary School which was withdrawn from consideration at today's meeting. This will be considered in the next APPOINTMENT OF LA GOVERNOR REPRESENTATIVES report in the Summer term. Reasons for Proposed Decision: To enable the Authority to contribute to effective school governance through representation on school governing bodies. Implementation of Decision: The decision is proposed for implementation after the three-day call-in period.
