Decisions: That having had due regard to the integrated impact assessment, the following be approved: 1. The revenue budget for 2025/26, as set out in appendix 5 of the circulated report. 2. The setting of Council Tax levels for 2025/26 be commended to Council for approval, as follows: · Council Tax in 2025/26 to increase by 7%. The 2025/26 Band D equivalent for Neath Port Talbot County Borough Council will be £2,002.78. Reasons for Decisions: 1. To fulfil the statutory requirement to determine the budget for 2025/26. 2. To provide a mechanism for dealing with any variation between the provisional and final Welsh Government settlements. Implementation of Decisions: The decisions will be implemented after consideration and approval by Council. Consultation: This item has been subject to external consultation.
Decisions: That the following be commended to Council for approval (as detailed in the circulated report): · The Capital Strategy. · The Capital Programme for 2025/26 to 2027/28 (as detailed in Appendix 2). · The delegation arrangements. Reason for Decisions: To approve the Authority’s Capital Programme in line with the Constitution. Implementation of Decisions: The decisions will be implemented after consideration and approval by Council.
Decision: That the following Strategies and Policies (as detailed in the circulated report) be commended to Council the approval: • Treasury Management Strategy • Annual Investment Strategy • Minimum Revenue Provision Policy • Prudential Indicators Reason for Decision: To approve the Authority’s Treasury Management Strategy, Annual Investment Strategy, Capital Strategy and Minimum Reserves Policy as required by the Local Government Act 2003 and the CIPFA Prudential Code for Capital Finance in Local Authorities (2017). Implementation of Decision: The decision will be implemented after consultation with the Community, Finance and Strategic Leadership Scrutiny Committee and determination by Council.
Decisions: That having had due regard to the Integrated Impact Assessment screening, the following be agreed: 1. The Neath Port Talbot UK Shared Prosperity Fund programme and delivery model (as detailed within the circulated report). 2. Delegated authority be granted to the Director of Environment and Regeneration in consultation with the Director of Finance, the Leader and relevant Cabinet Member(s) to approve Council led Anchor projects and any projects submitted under Neath Port Talbot UK Shared Prosperity Fund 2025-26 open calls with regular updates being reported to Cabinet. Reason for Decisions: To enable Neath Port Talbot Council to implement the UK Shared Prosperity Fund delivery plan. Implementation of Decisions: The decisions will be implemented after the three day call in period.
