The Cabinet Member introduced the report. Members received a presentation from Martyn Palfreman (HICO Consultancy) on the work undertaken to help develop the Adult Social Care Accommodation Strategy. The Strategy covers the period up to 2040 and is intended to support a more planned, preventative and person-centred approach to adult social care accommodation. Members noted that: · The proposed approach focuses on prevention, person-centred care, partnership working and the strategic enablers required to support delivery, including commissioning, co-production and workforce development. · Estimated investment was in the region of £53m to £88m over the Strategy period, subject to future demand and available external capital funding. · An initial action plan runs to April 2027, with a longer-term delivery plan being developed and regular review required throughout the life of the Strategy. The Head of Adult Services thanked HICO Consultancy for the presentation and the support provided in developing the Strategy. Work to develop the adult accommodation offer was already underway, including improvements to Telecare and Lifeline services and supporting the workforce to explore more creative accommodation options. In response to questions from Committee Members, it was noted that: · Data indicated that deprivation was relatively evenly distributed across wards within the County Borough. It was agreed that the supporting data would be shared with Members. · Community engagement had informed the development of the Vision, with further co-production and targeted engagement planned. · Delivery of the Accommodation Strategy would be monitored through an action plan as part of the Adult Services Transformation Programme, with progress reported to Scrutiny, Cabinet and Council. · Lower Layer Super Output Areas (LSOAs) were statistical geographical areas rather than electoral wards. Further information would be provided to clarify the area referenced in relation to Cyfarthfa. · It was agreed that the data relating to dementia among people aged 65 and over would be reviewed and reported back to Members. The Committee noted and debated the contents of the Adult Social Care Accommodation Strategy and agreed that the report had been scrutinised in sufficient detail. Members requested that further information be provided in relation to deprivation, Lower Layer Super Output Areas and dementia data for people aged 65 and over.
The Cabinet Member introduced the report. In response to questions from Committee Members, it was noted that: · Officers advised that the number of children looked after had reduced to 127 and remained broadly stable below 130, with fluctuations influenced by a range of factors. · Foster carer recruitment had improved, with three to four assessments underway. The enhanced foster care offer and Council Tax support had contributed positively. · Members sought clarification on attendance at the Corporate Parenting Board and stressed the importance of consistent representation from relevant Council services. It was agreed that the Corporate Parenting Board Terms of Reference would be circulated to Members. · Officers reported positively on young people’s involvement in the Corporate Parenting Board, including the young co-chair arrangements and wider co-production, with engagement reflecting young people’s preferred methods of participation. Members noted the Corporate Parenting training available to Members and Council employees, together with the ongoing work to ensure continued awareness of their roles and responsibilities. Members welcomed the informative report and acknowledged the work undertaken by officers. Members added value through detailed questioning and constructive challenge, providing further assurance on the matters presented.
The Cabinet Member introduced the report. In response to questions from Committee Members, it was noted that: · Feedback provided by Members at the workshop held in July had informed the development of the report presented to the Committee. · Officers advised that the reduction in advocacy reflected the decline in the number of children in care and those subject to child protection arrangements, with child protection numbers having reduced by approximately half. · Members commented positively on the ‘Easy Read’ version of the document, noting that it was helpful in supporting understanding of the comprehensive report. The Director and Members thanked officers for their work in preparing the LASSAR 2025/26, with particular recognition given to Judith Brooks and Scott Davies for their contribution and support.
The Cabinet Member introduced the report. In response to questions from Committee Members, it was noted that: · Officers advised that arrangements for recording and monitoring advocacy were being reviewed, with further work underway to strengthen consistency and the referral process. · Internal audit had identified improvements required in case recording and assessment quality. Training and revised processes had been introduced, with subsequent audits indicating improvement. · Officers confirmed that an updated action plan would be circulated to Committee Members and that subsequent updates would be provided as the actions progressed. Members recognised the positive findings within the inspection as well as the areas for improvement and thanked staff for their work. The Committee noted that an action plan was in place and requested continued assurance through progress updates.
The Chair referred to the Forward Work Programme and noted that the next meeting was scheduled for 7th December 2026. Members requested that the Forward Work Programme be updated following the Quarterly Technical Meeting to include a site visit prior to consideration of the COTs/DFG report, and that the revised programme be circulated to Members.
