The Planning Officer D Cross presented the item to the committee and provided a power point presentation. In response to questions officers confirmed the following; · The applicant is the owner of 63 Brecon Rise, therefore they are proposing the development themselves and are giving up part of their own land to facilitate the development. · The proposed access would form a new crossover from the adopted highway. Vehicles would access via a driveway running alongside the garages and does not involve crossing privately owned neighbouring land. · The concern about windows being directly on the boundary is unclear, but it was noted that windows fronting directly onto highways are common across the county borough and it is not considered to create a planning issue in relation to privacy concerns for occupants as this could be managed by the use of blinds or curtains. · The proposed windows would not cause overlooking or a loss of privacy as the existing garden already allows for overlooking due to the low boundary walls, but as you can see from the images provided much of the boundary is already screened by trees. A Planning condition would require suitable boundary fencing and as the bungalow has no upper-floor windows there would be no significant additional overlooking or privacy loss. · It cannot be confirmed when Highways Officers attended or the extent of the visits undertaken, but parking pressure are acknowledged, however; no objection was raised by the Engineering & Highways Department, the development provided it’s own parking space would not remove any formal parking spaces. · Parking guidance suggests one space per bedroom up to a maximum of three spaces but does not require the maximum provision in all circumstances. In this case the property is of a small scale, the Highway Engineers considered one space is acceptable and additional informal parking could occur behind a parked vehicle on the driveway if needed. · The proposed access to the driveway is positioned at the curve of the cul-de-sac where vehicles would not normally be expected to park. Resolved that: The application be deferred to request officer attendance.
