Presented by S Byrne. Officers offered the following information in response to questions • The demand for temporary accommodation increased 200% since 2020. • There are significant financial pressures and councils operating in “firefighting mode”. · The focus is to improve value for money, plan for prevention & strengthen partnership working. • Action plan includes exploring new accommodation models, co-commissioning projects, and reducing reliance on B&Bs, the target date to end B&B use is December 2026. • Prevention work is ongoing at the Housing Hub. • Partnership working is strong with RSLs. • The team recognises challenges with HMOs and community stigma. To combat stigma there will be a focus on communication, myth-busting, and community integration. · Where possible local people will remain in their local area. HMOs are dispersed across wards to avoid concentration and maintain community balance. · The town Centre Hub offers holistic services: income maximisation, training, confidence building, employability support. • Future legislation is likely to increase demand and there are concerns surrounding workforce capacity. • Identified a need for permanent supported accommodation for complex cases as HMOs are not “one size fits all” · Bedlinog ward currently has no identified property; aim to include in future. • The matter is to be referred to Thriving Scrutiny Committee for ongoing oversight.
